Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
August 20, 2001

Notice is hereby given that a regular meeting of the above named Court will be held at nine a.m. August 20, 2001, with the meeting to be held in the Commissioners' Courtroom, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on August 20, 2001, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

  1. Minutes of previous meetings.  (August 13, 2001).

  2. County Engineer

    1. Conduct public hearing and consider approval for the installation of the following traffic control devices:  1) Install a 55 mph speed limit on Bottoms East, from IH 35 to Bigham Road;  2) Install a 30 mph speed limit on Quail Run, Pecan Creek Subdivision;  3) Install a YIELD sign on Donahoe Road at Vilas Road (north-bound traffic).

    2. Personnel

  3. Introduction of and welcome to Colonel William Parry, new Garrison Commander at Fort Hood, Texas.

  4. Consider Termination or Continuation of Burn Ban.

  5. Consider renewal of Interlocal Contract with CTCOG for PSAP Maintenance, Equipment Upgrade, and Training.

  6. Consider amendment to Communication System Agreement Regarding Time Period for a Notice of Termination.

  7. Consider renewal of Interlocal Agreement with Kerr County for Mental Health, Mental Retardation, and Chemical Dependency Hearings and Psychoactive Medication Hearings at Kerrville State Hospital. 

  8. Consider renewal of lease of 307 Priest Drive, adjacent to the Killeen Annex in Killeen Annex, for Adult Probation Office Space. 

  9. Consider response to participation letter from TxDOT regarding 2003 Tentative UTP Off-System Bridge Replacement and Rehabilitation Program. 

  10. Consider resolution of support for TxDOT proposed plans for FM 93.

  11. Consider Interlocal Agreement regarding Drug Task Force participation.

  12. Consider annual Memorandum of Understanding with local school districts regarding operation, use and administration of the Bell County Juvenile Justice Alternative Education Program. 

  13. Consider annual Memorandum of Understanding with Killeen ISD regarding educational services at the Bell County Juvenile Detention Center. 

  14. Consider approval of revisions to JJAEP Student Code of Conduct and Policy Manuel. 

  15. In accordance with Section 111.007 the Court will hold a public hearing on the proposed budget for all departments of Bell County, Texas;  discuss the proposed tax rate for FY 2001-02 and announce time and date which the Court will set the tax rate to cover the proposed FY 2001-02 budget.  Any taxpayer of the County may attend and may participate in the hearing.



WORKSHOP to be held in conference room to discuss the following:  1) Report from Collection Attorneys
on results of collection contract to collect past due fine and fees;  2) Report from insurance consultants
on bids for Property and General Liability Insurance;  3) New legislation and TAC Post-Legislative
Conference;  4)  Budget Issues;  5) Redistricting.


NOTICE:  Members of the Court may also attend and participate (to include discussion of County
Issues) in the following activities during the week:  (1) County Engineer's Workshop on HB 1445
Platting Approval Issues, Wednesday, 8/22, 10 a.m. in Conference Room;  (2) Dedication of
Metroplex Hospital Building, Wednesday, 8/22, 5 p.m. at Metroplex Hospital in Killeen;  
(3) Workforce Development Board Meeting, Thursday, 8/23, 9:30 a.m. at Workforce
Building in Killeen;  (4) CTCOG Meeting, Thursday, 8/23, Noon at CTCOG 
Meeting Room in Belton;  (5) Reception for finalist for CTCOG Executive
Director Position, Thursday, 8/23, 2:30 p.m. at EXPO Center in Belton..
