Notice of the Meeting of
the Commissioners Court of Bell County, Texas, for
August 18, 2003
Notice is hereby given that a
regular meeting of the
above named Court will be held at 9:00 a.m., August 18,
2003,
with the
meeting to be held in the COMMISSIONERS' COURTROOM, at the
Bell
County Courthouse 101 Central Avenue, Belton, Texas, to
begin on August 18, 2003, at 9:00
a.m.
and continue thereafter until such business of the Court has been completed in accordance
with Article 81.005 of the Local Government Code of the State of Texas. The
following items of business will be discussed, to-wit:
Approve minutes of August 11, 2003.
County Engineer.
- Conduct Public Hearing and Consider Approval of the following Traffic Control
Devices:
1. Install Yield Sign on Pritchard Road at Reeds Lake Road.
2. Install 55 M.P.H. Speed Limit on West Hillyard from Old 81 to the
McLennan County Line.
- Consider awarding bid for striping and raised pavement markings.
- Consider abandonment/release of the Drainage and utility Easement
between Lots 486 & 487, Tanglewood Subdivision.
- Consider Final Approval of the Plat of Ecker Addition, a Two-Lot, 9.976
Acre Subdivision in the E.T.J. of the City of Killeen, fronting on to
Onion Road.
Personnel.
Consider Report on County Indigent Health Care Program,
September 1, 2002 through July 30, 2003.
Consider approval of the inclusion of designated
Optional County Indigent Health Care Program (CIHCP) Services during the
state FY 2004.
Consider approval
of the continued administration of the Bell County Indigent Health Care
Program according to the County Indigent Health Care Program Handbook
prepared by the Texas Department of Health.
Consider Report
on the 2003 Legislative impact on CIHCP and state, regional and local
responses.
Consider
Resolution approving the adoption of the Bell County 2003-2005 Equal
Employment Opportunity Plan.
Consider approval
of payment to AT2 under contract for County-wide voice-over phone system
Consider annual
approval of Interlocal Agreement with Central Texas Council of Governments
for Database Maintenance Expenses for FY 2004.
Consider approval
of Memorandum of Understanding with local Independent School Districts
concerning 2003-2004 school year operation of the Bell County Juvenile
Justice Alternative Education Program (JJAEP).
Present and
discuss Comparative Analysis of Cost for Jail/Courts Project if
constructed on the 75 acre site of Loop 121 versus in Downtown
Belton.
In accordance
with the laws governing such matters, the County Judge will present the FY
2003-2004 budget for Bell County and hold a Public Hearing thereon; the
Court will discuss such budget; further in accordance with the Texas
Property Tax Code, the Commissioners' Court will discuss the tax rates for
Bell County and Bell County Road District with the intent to not exceed
the current tax rates.
