Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
August 23, 2004

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., August 23, 2004, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on August 23, 2004, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

  1. Approve minutes of August 16, 2004.

  2. County Engineer.

    1. Consider granting an extension to the Preliminary Plat for Ryan Addition.   
    2. Consider releasing Letter of Credit No. 1016, First Texas Bank, in the amount of $4,750.00, for the maintenance of improvements in Cedar Oaks Estates. 
    3. Consider awarding bid for the sale of one railroad flatcar to Mr. Charles Beecham, of Troy, in the amount of $875.00.
    4. Consider authorizing County Engineer to advertise for the sale of one railroad flatcar. 

  3. Personnel.

  4. Consider Order implementing Burn Ban for all or portions of Bell County and approval of Mike Simmons as a Fire Inspector and Arson Investigator.

  5. In accordance with the laws governing such matters, the County Judge will present the FY 2004-2005 budget for Bell County and hold a Public Hearing thereon; the Court will discuss such budget; further in accordance with the Texas Property Tax Code, the Commissioners' Court will discuss the tax rates for Bell County and Bell County Road District with the intent to not exceed the current tax rates. 

  6. Consider approval of Resolution Regarding Section 147(f) Approval of Bonds for Adventist Health Systems/Sunbelt. 

  7. Consider appointment of election judges and alternates for the 2004 General Election and consideration of the opening of an additional early voting polling place in Killeen. 

  8. Consider approval of an Agreement between Health Care Reimbursement Services (HCRS) and Bell County for the provision administrative services related to the County Indigent Health Care Program (CIHCP) Social Security Disability (SSDI) and Supplemental Security Income (SSI) cases. 

  9. Consider approval of expenses to repair chiller at Bell County EXPO Center, updating the estimated expenses approved in emergency session on June 17, 2004 in Minute Order #197/04 to actual expenses incurred. 

  10. Consider approval of selection of Construction Manager for three projects:  Expansion of Tax-Assessor Collector's Office, Expansion of County and District Clerks' Document Storage Building, and Expansion of Bell County Communications Center Building. 

  11. Consider approval of proposals by ESESIS of Waco, Texas for services for Asbestos Abatement/Air Monitoring/Project Management for 309 Priest Drive in Killeen and 120 Penelope in Belton.

  12. Claims.
