Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
August 30, 2004

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., August 30, 2004, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on August 30, 2004, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

  1. Approve minutes of August 23, 2004.

  2. County Engineer.

    1. Consider final approval of the plat for Sparta Valley Acres, a Three-Lot, 6.303 Acre Subdivision on F.M. 439, in the E.T.J. of the City of Temple.   
    2. Consider waiving the requirements of the Manufactured Home Rental Community Regulations for Mr. Donald Goodnight for Lot 1, Block 1, Goodnight's Prairie Dell Subdivision. 
    3. Consider approval of the final plat for Sunset Vista Subdivision, Section One, A Four-Lot, 3.777 Acre Development off of Shaw Road, South of Wedel Cemetery. 
    4. Consider releasing Letter of Credit no. 563 in the amount of $158,448, First National Bank, Texas, for improvements in Crossland Estates and accepting Letter of Credit No. 599 in the amount of $7,922.40 for the one-year warranty period. 
    5. Consider authorizing County Judge Jon Burrows to sign an "Encroaching on Easement" document with TXU Electric Delivery Company regarding relocation/realignment of a portion of Highland School Road, Precinct 3.
    6. Consider accepting Irrevocable Standby Letter of Credit No. 210479, State Bank of La Grange, Texas, in the amount of $4,500.00, for the one-year warranty period on Spring Meadow Estates. 

  3. Personnel.

  4. Consider approval of FY 2004-2005 budget for Bell County.

  5. Consider approval of Bell County's and Bell County Road District's Tax Rates for FY 2004-2005.

  6. Consider approval of Interlocal Cooperation Agreement with City of Belton for the City's procurement of fuel management systems via the County's existing contract for such services. 

  7. Consider authorizing County Judge to sign agreement with Gene Doss Construction Company for Construction Manager at Risk services for three projects:  Expansion of Tax-Assessor Collector's Office, Expansion of County and District Clerks' Document Storage Building, and Expansion of Bell County Communications Center Building.  

  8. Consider approval of Central Texas Narcotics Task Force Federal Annual Certification Report.  

  9. Consider approval of renewal of lease of 201 E. Avenue D in Killeen for Killeen HELP Center. 

  10. Consider approval of report on County Indigent Health Care Program (CIHCP) for the period of September 1, 2003 through August 30, 2004.  

  11. Consider approval of inclusion of Optional CIHCP services during State of Texas FY 2005.

  12. Consider approval of continued administration of the CIHCP according to policies described in the Texas Department of Health Indigent Health Care Program Handbook. 

  13. Consider report on Strategic Planning Session of Juvenile Probation Office. 

  14. Claims.
