Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
February 14, 2005

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., February 14, 2005, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on February 14, 2005, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:


  1. Approve minutes of January 31 and February 7, 2005.

  2. County Engineer

    1. Conduct Public Hearing and consider approval of the following traffic control devices:

      1.  Installation of a STOP sign at the intersection of Barnes Road and Armstrong Road.

      2.  Installation of a STOP sign at the intersection of Moth Road (a Private road) and Peaceable Kingdom Road. 

    2. Consider Vacation/Abandonment of a portion of Reese Creek Road. 

    3. Consider approval of the final plat for Walnut Creek Estates Phase Six, a Six-Lot, 32.65 Acre Subdivision in the E.T.J. of the City of Killeen, off of S.H. 195. 

    4. Consider final approval of the plat for Circle S Storage Subdivision, a One-Lot, 2.0 Acre Subdivision fronting onto F.M. 2268, in Precinct 1. 

    5. Consider awarding bids for the purchasing of asphalt, hot mix, cold mix, aggregate, pit-run gravel, lime, cement and concrete. 


  3. Personnel.

  4. Canvas and approve results of the municipal incorporation election of the Village of Stillhouse held on February 5, 2005.   

  5. Consider approval of Agreement to Contribute Funds - Local Government with Texas Department of Transportation to participate in the purchasing of Right of Way and reimbursable utility adjustments for a highway project on Highway 190 from the Temple South City Limit to 2.0 Miles South of F.M. 436 in Heidenheimer at an estimated cost to Bell County of $203,564.00, which represents 10% of the estimated total cost of the Right of Way, and approval of budget amendment if appropriate.  

  6. Consider approval of an Interlocal Agreement with the City of Belton for sewer line construction by Bell County, by its contractors, for a portion of Miller Heights Trunk Sewer line to be funded with funds from the Belton Development Corporation in the amount of $93,849.00.

  7. Consider approval of an Interlocal Agreement with the City of Belton concerning the operation, funding, and other details of Reinvestment Zone Number One of the City of Belton, a Tax Increment Reinvestment Zone.

  8. Consider approval of the annual Law Enforcement Cooperative Agreement between Bell County, through its Sheriff's Department, and the US Army Corps of Engineers with the Corps of Engineers paying approximately $87,612.48 for Lake Patrols by the Sheriff's Office.
