Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
March 14, 2005

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., March 14, 2005, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on March 14, 2005, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:


  1. Approve minutes of March 7, 2005.

  2. County Engineer

    1. Consider Final Approval of the Plat for Eagle Oaks At The Lake, Phase I, a 42-Lot, 29.72 Acre Development off of F.M. 2305 in the E.T.J. of the City of Temple.

  3. Personnel.

  4. Consider approval of Order Approving the Issuance of Hospital Revenue Bonds by the Riesel Health Facilities Development Corporation for King's Daughters Hospital Association for the purpose of satisfying the provisions of Section 147(f) of the Internal Revenue Code and which does not constitute in any way a liability or obligation of Bell County.   

  5. Consider approval of application for Community Development Block Grant for Bell County Human Services - Killeen. 

  6. Consider approval of Memorial Marker Bridge Sign Agreement with Texas Department of Transportation, with Garey Construction Ltd. as sponsor, for erecting a memorial plaque on the State Highway 36 Bridge across Lake Belton honoring the late James Cowan for 39 years with the Texas Department of Transportation, with the last 16 as the TxDOT Bell County Area Engineer. 

  7. Consider approval of County Treasurer's FY 2004 Interest and Investment Report. 

  8. Consider approval of County Treasurer's 1st Quarter FY 2005 Investment Report. 

  9. Update on National Association of Counties (NACo) Legislative Conference, specifically on:

    1. Reauthorization of Transportation Bill, TEA-21
      1.    Reappointment of County Judge Jon Burrows to NACo Transportation Steering Committee and 
             Highways Subcommittee.
    2. NACo request for delay on implementation date of Help America Vote Act
    3. Administration's restructuring Community Development Block Grants through Strengthening America's Communities Initiative
    4. Administration's proposals for Reform of Social Security
    5. NACo opposition to Unfunded Mandates
    6. White House staff briefings
    7. Meetings with Senators Hutchison and Cornyn and Congressman Carter, or their staff members, on Bell County and NACo issues. 
    8. Request for increase in Payment In Lieu of Taxes (PILT) payment or similar allocation for portion of jail construction costs.

  10. Claims.
