Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
October  17, 2005

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., October 17, 2005, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on October 17, 2005, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:


  1.  Consider approval of minutes of October 11, 2005. 

  2. County Engineer

    1. Conduct Public Hearing and consider approval of the following Traffic Control Devices:

      1. Install STOP sign on Honeysuckle Drive at Walnut Drive (south-bound only);

      2. Install STOP sign on Aspen Circle at Walnut Drive;

      3. Install STOP sign (and remove YIELD sign) on Trader Road at Stringtown Road;

      4. Install YIELD signs on Berry Drive at Spanish Oak (two locations);

      5. Install YIELD signs on Betty Place at Spanish Oak (two locations);

      6. Install YIELD signs on Amanda at Spanish Oak (two locations);

    2. Consider awarding bids for the purchase of base material, reinforcing steel, culverts, oil and grease, and water tanks.

    3. Consider awarding bid for the sale of two railroad flatcars.

    4. Consider authorizing County Engineer to advertise for bids for eight-10' shredders.

    5. Consider authorizing the purchase of a Motorized Broom, a D-6 Caterpillar Dozer, and a 963 Caterpillar Tracked Loader off of the Buy Board.  

  3. Personnel.

  4. Consider Burn Ban - Order Restricting Outdoor Burning.

  5. Consider approval of Proclamation designating October 23, 2005 as Paralegal Day in Bell County. 

  6. Consider approval of Proclamation designating October as Czech Heritage Month in Bell County. 

  7. Consider designation of FY 2006 Bell County representative to Solid Waste Advisory Committee (SWAC) of Central Texas Council of Governments (CTCOG). 

  8. Consider approval of Resolutions Authorizing Sale of Property pursuant to Section 34.05 of the Tax Code and authorizing the County Judge to execute Deeds With Warranty to the City of Temple for the following properties that had no bidders at various tax sales:

    1. Lot 5, Block 1, Delaney Addition to the City of Temple;

    2. North 60 feet of the West 1/2 of Lot 4, Block 2, Bills Addition to the City of Temple; 

    3. South 30 feet of the North 50 feet of Lot 2, Block 1, Bills Addition to the City of Temple; 

    4. South 20 feet of Lot 7 and the North 10 feet of Lot 8, Block 45 of the Roach Addition to the City of Temple; and

    5. Lot 4, Block 1, Bills Addition to the City of Temple.  

  9. Consider approval of Agreement for Disbursement of City of Temple Funds allocated to Bell County for use in the Department of Human Services - Temple HELP Center.

  10. Consider approval of FY 2006 County Holidays.

  11. Consider approval of Change Order Number 2 with Gene Doss Construction Company regarding the Bell County Museum and Guffy Building Construction and Renovation. 

  12. Consider approval of Statement of Work with FusionBridge, Ltd for Bell County Clerk's Office Process Assessment.

  13. Consider approval of contract with Lone Star Realty for bill/invoice paying services. 

  14. Claims. 

  15. Executive Session under Section 551.074 of the Texas Government Code to discuss Personnel Matters.
