Notice of the Meeting of
the Commissioners Court of Bell County, Texas, for
November 07, 2005
Notice is hereby given that a
regular meeting of the
above named Court will be held at 9:00 a.m., November 07,
2005,
with the
meeting to be held in the COMMISSIONERS' COURTROOM, at the
Bell
County Courthouse 101 Central Avenue, Belton, Texas, to
begin on November 07, 2005, at 9:00
a.m.
and continue thereafter until such business of the Court has been completed in accordance
with Article 81.005 of the Local Government Code of the State of Texas. The
following items of business will be discussed, to-wit:

Consider
approval of minutes of October 31, 2005.

County Engineer
-
Consider releasing Letter of Credit No. 328, National Bank
Copperas Cove, in the amount of $2,000, and accepting Letter of Credit No.
332, National Bank Copperas Cove, in the amount of $1,000 for Chaparral
Lee's Acres.
-
Consider canceling the contract with Cleveland Asphalt MC-30
Prime Oil due to notification they would adjust the price upward effective
October 20, 2005.
-
Receive Report regarding the success of the Household
Hazardous Waste Collection Events that were conducted this year.
-
Consider reducing the amount of the Letter of Credit No.
493, First State Bank Central Texas, from $203,848.36 to $80,000.00 for
Eagle Oaks at the Lake, Phase I.

Consider authorizing the County Engineer to advertise for
bids for 3,870 feet of Right of Way fencing on Sypert Branch Road, Precinct
3.

Consider request from the City of Holland for the donation
of two surplus railroad tank cars removed during the Round Hall Road
Project.

Consider Final Approval of the Plat for Hidden Meadow Ranch
Subdivision, a Six-Lot, 40.136 Acre Development off of Boutwell East Drive
in the E.T.J. of the City of Temple.

Receive update from Wayne Farrell, Director of the Bell
County Health District, on the local availability of the flu vaccine and
information on the Avian Flu.

Receive and consider approval of update, report and
recommendations from Sheriff Dan Smith on:

Current jail overcrowding in Bell County Jail.
-
Review of jail population October 2004 through October 2005.
-
Future jail population estimates based on current
growth.
-
Estimated costs and locations for leasing jail space from
other counties.
-
Current estimated costs to house inmates locally.
-
Alternatives and safety concerns if jail space is not
available in other counties.
-
Liability risks if jail certification is lost
-
Recommendations.
-
Receive report from Sharon Long, Tax Assessor-Collector, on
allocation to Bell County cities of 2004-2005 Child Safety Fees collected by
Bell County.
-
Consider awarding bid for Fuel Management System.
-
Consider authorizing County Judge to sign agreement with
Advance Air Systems for Testing and Balancing at new District Court
Building.
-
Consider awarding bid for two (2) vehicles for Information
Systems Department.
-
Consider approval of Memorandum of Understanding with Lone
Star Legal Aid (Belton Office) for Pro Se Assisted Program and Bell County
Protective Orders for FY 2006.
-
Consider approval of Memorandum of Understanding between
Bell County and Lone Star Legal Aid continuing the agreement for Lone Star
Legal Aid to provide Juvenile Court Magistrate services as called upon by
the Juvenile Court.

Consider approval of Certification of Costs related to Texas
On Line in relation to the E-filing application approved at the October 24,
2005 Commissioners Court meeting.
