Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
December 12, 2005

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., December 12, 2005, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on December 12, 2005, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

1.  Consider approval of minutes of December 5, 2005. 

2. County Engineer
   

1. Conduct Public Hearing and consider approval of the following Traffic Control Devices:
   
   1.  Install a 50 M.P.H. speed limit on Pritchard Road from S.H. 36 to Reeds Lake Road. 
   
   2.  Install a 50 M.P.H. speed limit on East Trimmier from Chaparral Road, north to the City limits of Killeen. 

2. Consider approval of the Final Plat fro Willow Grove Subdivision, a one-lot, 2.727 acre division of property in the E.T.J. of the City of Temple. 

3. Consider awarding annual bid for supplying reinforcing steel to the Road and Bridge Department. 

4. Consider awarding bid for the sale of one railroad flatcar off of Big Elm Creek Road.

3. Personnel.

4. Consider approval of Order Restricting Use of Fireworks in the Unincorporated Areas of Bell County, Texas pursuant to Texas Local Government Code § 352.051, with the restricted fireworks being "skyrockets with sticks" and "missiles with fins" as classified under 49 C.F.R. part. 173.100®)(2) (10-1-86 edition).

5. Consider approval of grant application to the Texas Criminal Justice Division, Office of the Governor, for $82,000.00 to fund District Attorney's Save Our Streets Grant request. 
   
   

6. Consider approval of Resolution extending the 900-hour rule regarding Texas County & District Retirement System (TCDRS) enrollment procedures until January 1, 2007. 

7. Consider approval of Change Orders 4 & 5 with Skanska Construction Company regarding District Courts project.

8. Consider approving purchase of Enhanced Digital Access Communications System (EDACS) from M/A COM for the Bell County Communications Center under the general exemptions of Section 252.022 of the Texas Local Government Code for a sole source provider under sub-sections 7(A) and (D). 

9. Consider rejecting all bids for the purchase of two vehicles for Information Systems and authorizing the County Auditor to re-bid with new specifications. 

10. Consider approval of Amendment No. 2 to the Memorandum of Agreement between the Texas Agricultural Experiment Station (TAES), the Texas A&M System and Bell County.
