Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
April  03, 2006

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., April  03, 2006, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on  April  03, 2006, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:


  1.  Consider approval of minutes of March 27, 2006. 

  2. County Engineer

    1. Consider accepting the roads in Cedar Knob Estates (Pirtle Drive and Jewel Lane) for County maintenance. 

  3. Personnel.

  4. Consider approval of the appointment of Bill Holmes of Belton as Bell County's representative on the Board of the Tax Appraisal District of Bell County.          

  5. Consider approval of appointment to the Board of the Hill Country Transit District effective April 28, 2006.

  6. Canvass of the City of Belton Local Option Petition for the legal sale of mixed beverages in restaurants by food and beverage certificate holder; and consider the calling of an election.

  7. Consider approval of an Interlocal Agreement between Bell County and the City of Killeen authorizing the City of Killeen to use Bell County software and fiber optic network to process, access, and maintain records regarding early voting for a fee of $1,200.00 paid by the City of Killeen. 

  8. Consider awarding bid for an ATM machine at the Temple Annex. 

  9. Consider authorizing County Auditor to advertise for bids for two 3/4-ton pickups for Building and Grounds Department. 

  10. Consider presentation and consideration of the FY 2005 Annual Audit Report. 

  11. Announce presentation to Bell County Auditor's Office of the Government Finance Officers Association Award for Bell County's Comprehensive Annual Financial Report for the Fiscal Year ended September 30, 2004, which is Bell County's 25th consecutive year to receive the award. 

  12. Recognize the Bell County Auditor's office staff and the two individuals who have served as County Auditor during those 25 years: current County Auditor, Donna Eakin and retired County Auditor, Bert Liles. 

  13. Consider presentation and report from Bell County Sheriff Dan Smith on the results of the Inspection of the Bell County Jail by the Texas Commission on Jail Standards and recognition of the Jail's 20th consecutive year to achieve certification. 

  14. Consider presentation and report from Bell County Sheriff Dan Smith on current jail population and projections. 

  15. Consider authorizing County Judge to enter into an Interlocal Agreement with Milam County to lease jail space for Bell County prisoners and approval of budget amendment to fund the costs of leasing, transportation, personnel, medical expenses, and other related expenses. 

  16. Recognize the Bell County Communications Center and its Director Dalton Cross for the article in the March 24, 2006 County Issue magazine of the Texas Association of Counties entitled, "Bell County Communications Center: A Model to Call Upon."
