Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
August 21, 2006

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., August 21, 2006, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on  August 21, 2006, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

  1. Receive Senate Proclamation honoring the late Jim D. Bowmer, prominent Texas lawyer and former Bell County Attorney.  

  2. Consider approval of minutes of August 14, 2006.

  3. County Engineer

    1. Consider acceptance of Delwood Street, Sherwood Shores VI, for County Maintenance in accordance with the Policy Letter of June 14, 2004, and adding this project to the Work Plan.  

    2. Consider approval of proposed increase in the cost of HFRS-2 and Asphalt Emulsified Prime (AE-P) in contract extension with SemMaterials, L.P. 

    3. Discuss results of the bid for the sale of two Mack trucks and consider authorizing the County Engineer to exercise the buy-back agreement with East Texas Mack and the purchase of two similar vehicles off of the State Buy Board.

  4. Personnel.

  5. Consider approval of continuation of Burn Ban - Order Restricting Outdoor Burning. 

  6. Consider approval of form for Contract for Election Services, the Schedule of Fees and the contracting with other entities to conduct elections.

  7. Receive Order from County Judge, pursuant to Section 3 of the Texas Election Code, ordering the general election for Tuesday, November 7,2006.

  8. Consider approval of Resolution authorizing submission of 2007/2008 Texas Community Development Program Application on behalf of Bell County W.C.I.D. #5. 

  9. Consider authorizing County Auditor to advertise for bids of the installation of fiber at 200 W. Avenue G, the former Texell building in Temple.

  10. Consider approval of Resolution authorizing a Tax Abatement Agreement with McLane Advanced Technologies, LLC and McLane Group, LP, which has been approved by the City of Temple, for property consisting of approximately 30 acres located at 4001 Industrial Boulevard in the City of Temple; to abate the taxes on real and personal property consistent with such agreement, and not deposit such funds into the Tax Increment Fund of the City of Temple Tax Increment Financing Reinvestment Zone Number One in which the property is located, and authorizing the County Judge to sign such agreement. 

  11. Consider approval of Interlocal Mutual Aid Agreement for Fire Services and Interlocal Mutual Aid Agreement for E.M.S. Services between Bell County and the Cities of Belton, Temple, Harker Heights, Killeen, and Copperas Cove, pursuant to the Interlocal Cooperation Act of the Texas Government Code, Section 791.001 et seq. 

  12. Consider approval of acceptance of the Governor's Criminal Justice grant in the amount of $74,170.00 for District Attorney's Victim Assistance project. 

  13. Consider approval of acceptance of the Governor's Criminal Justice grant #13623-08 in the amount of $13,628.00 for Bell County Crime Coalition project for Ride Along Program under the Juvenile Accountability Block Grant Program. 

  14. Consider update on the implementation of the use of credit cards for the payment of county fines and fees.

  15. Claims.
