Notice of the Meeting of
the Commissioners Court of Bell County, Texas, for
September 11, 2006
Notice is hereby given that a
regular meeting of the
above named Court will be held at 9:00 a.m., September 11,
2006,
with the
meeting to be held in the COMMISSIONERS' COURTROOM, at the
Bell
County Courthouse 101 Central Avenue, Belton, Texas, to
begin on September 11, 2006, at 9:00
a.m.
and continue thereafter until such business of the Court has been completed in accordance
with Article 81.005 of the Local Government Code of the State of Texas. The
following items of business will be discussed, to-wit:

Consider reading of Proclamation of National Days of Prayer
and Remembrance, 2006, issue by President George W. Bush and observance of
Moment of Silence in memory of the events of September 11, 2001.

Consider approval of Proclamation presented by the Bell
County Emergency Preparedness Coalition, Bell County Public Health District,
Bell County Office of Emergency Management, and the Texas Cooperative
Extension - Bell County declaring the week of September 10-16, 2006 as
Disaster Preparedness Week in Bell County.

Consider approval of minutes of August 28 and September 1,
2006.

County Engineer.

Presentation by the Armed Services Y.M.C.A. from Harker
Heights.

Consider authorizing the County Engineer to advertise for
the sale by bid of four Caterpillar Motor Graders and the purchase of four,
new Caterpillar 140-H Motor Graders off of the State Buy Board.

Consider authorizing the County Engineer to advertise for
bids for the purchase of a 90" Packer/Roller which will mount to a
Motor Grader.

Consider approval of the Final Plat for Walker Ridge, Phase
One, a Two-Lot, Two Acre Development fronting onto West Hillyard Road,
Precinct 3.

Consider approval of the Final Plat for Walter Ridge, Phase
Two, a Two-Lot, 2.084 Acre Development fronting onto West Hillyard Road,
Precinct 3.

Consider Final Approval of the Plat of Harrell Subdivision,
a Replat of Lots 25-31, Block 10, Temple Park Estates, in the E.T.J. of the
City of Temple.

Consider approval of the releasing of Letters of Credit
Numbers 1022 and 1023 ($43,000 and $277,005.50, respectively) and accepting
Letter of Credit No. 1027 ($14,304.25), First State Bank for improvements in
the Woods at Cedar Oaks, Section 2.

Consider Final Approval of the Plat for Tull Addition, a
One-Lot, 3.03 Acre Subdivision in the E.T.J. of the City of Temple.

Consider request to abandon/vacate a portion of Bunny Trail
and set a date for the Public Hearing regarding said closure.

Consider Final Approval of the Plat for Swaida Addition,
Phase One, a 38-Lot, 24.327 Acre Development in the E.T.J. of the City of
Killeen, off of F.M. 2484.

Consider approval of Contact with Able Tire Disposal,
Burleson, Texas, for the disposal of waste tire.

Consider Preliminary Approval of the Plat for the Village of
Armstrong Addition, a 33-Lot, 23.126 Acre Development off of Armstrong Road,

Consider approval of the FY 2006-2007 budget for Bell
County.

Consider approval of Bell County's and Bell County Road
District's Tax Rates for FY 2006-2007.

Consider approval of renewal of Contract between Bell County
and Central Texas Workforce Development Board in which Bell County HELP
Center provides staffing for 2-1-1 Information and Referral Call Center in
Belton.

Consider approval of Interlocal Assistance Agreement -
Regional Anti-Drug Enforcement Task Force by and between the Counties of
Bell, Milam and Coryell and the Cities of Temple, Killeen, Copperas Cove,
Gatesville and Harker Heights pursuant to Section 791.001 of the Interlocal
Cooperation Act, Texas Government Code.

Consider approval of Agreement between Bell County and the
Bell County Public Health District for the funding of $110,454 for services
by the Bell County Public Health District for the District's FY 2007,
beginning September 1, 2006 and ending August 31, 2007.

Consider determination that iMessaging Systems, Inc. is a
sole source provider of native AS/400 Interactive Voice Response (IVR)
system that would run on the Bell County AS/400 computer platform to provide
automated service and information and consider authorizing County Auditor to
proceed with purchase of an IVoice IVR system from iMessaging Systems, Inc.

Consider administrative Approval and Ratification of
Amendment No. 1 to Agreement Between Owner and Construction Manager dated
October 19, 2004 with Skanska USA Building Inc. regarding finalized GMP of
District Courts Project.

Consider administrative Approval of Amendment No. 2 to
Agreement Between Owner and Construction Manager dated October 19, 2004 with
Skanska USA Building, Inc. regarding GMP of Bell County Annex &
Sheriff's Office Project.
