Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
September 10, 2007

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., September 10, 2007, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on  September 10, 2007, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:

1. Consider approval of minutes of August 27, 2007.

2. County Engineer.

1. Conduct Public Hearing and consider approval of the following Traffic Control Devices:
   1.  Install YIELD sign on Allena Lane at Frederick Lane (Woods of Cedar Oaks);
   2.  Install 30 MPH speed limit on Deer Run, Creek Place Subdivision.
2. Consider adjustment to prices for hot mix asphalt and liquid asphalt.
3. Consider releasing Letter of Credit #672 in the amount of $42,367.00 for Wells Ranch Phase IV in Precinct 4.  
    

3. Personnel.

4. Consider approval of the re-appointment of Bill Holmes of Belton as Bell County's representative on the 7-member board of the Tax Appraisal District of Bell County for a two-year term beginning January 1, 2008.    

5. Consider approval of Proclamation designating September as Shaken Baby Syndrome and Child Safety Awareness Month in Bell County.       

6. Consider approval of Proclamation designating September as Preparedness Month in Bell County and announcement of Bell County Coalition of Disaster Preparedness event.

7. Consider approval of Memorandum of Understanding between Bell County, the Bell County Juvenile Board and Juvenile Judge, and the Boards of Trustees of the Independent School Districts of Academy, Bartlett, Belton, Florence, Holland, Killeen, Rogers, Salado, Troy, and Temple for the 2007-2008 School Year operation and administration of the Bell County Juvenile Justice Alternative Education Program (JJAEP)

8. Consider approval of Memorandum of Understanding between Bell County, the Bell County Juvenile Board and Juvenile Judge, and the Board of Trustees of the Killeen Independent School District for the 2007-2008 School Year educational services at the Bell County Juvenile Detention Center.

9. Consider approval of renewal of Memorandum of Understanding with Lone Star Legal Aid regarding Protective Orders.

10. Consider approval of renewal of Memorandum of Understanding with Lone Star Legal Aid regarding Pro Se Assistance Program for family law cases.

11. Consider approval of renewal of Memorandum of Understanding with Lone Star Legal Aid regarding Lawyer Magistrate Services for the Juvenile Court. 

12. Consider approval of Calendar Year 2008 Holiday Schedule.

13. Consider approval of Change Order Number 002 with Skanska USA Building, Inc. on Jail Addition Project with no change in Guaranteed Maximum Price.

14. Consider approval of 2008 Sheriff's fees, Constables' fees, and other fees.

15. Consider approval of Texas County & District Retirement System (TCDRS) plan provisions for Plan Year 2008 for Bell County, County #113, and adoption of annual contribution rate of 10.16%.

16. Consider update on Bell County flooding damage and disaster assistance status.     

17. Claims.
