Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
February 19, 2008

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., February 19, 2008, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on  February 19, 2008, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:


  1. Consider approval of minutes of February 11, 2008.

  2. County Engineer.

    1. Conduct Public Hearing and consider approval of the following Traffic Control Devices:
      1.  Install a STOP sign on Armstrong Lane at Armstrong Road;
      2.  Install a 40 MPH speed limit on Barnhardt Road from SH 95 to Old 95. 
    2. Consider authorizing the County Judge to sign a letter requesting the assistance of the Texas Commission on Environmental Quality (TCEQ) in removing a log jam(s) on the Little River.
    3. Consider awarding bids for the construction of Right of Way fencing on Mills Road (Pct. 1) and Romberg Road (Pct. 2).
    4. Consider adjustment to the bid price of hot mix received from Ironhorse Asphalt to correct clerical error.  Actual bid was $42.00 per ton, but it was incorrectly reported as being $44.00 per ton.
       
  3. Personnel. 

  4. Reminder announcement from County Clerk Shelley Coston of Early Voting Locations and Hours:

    1. February 19, 2008 thru February 22, 2008 (Tuesday thru Friday) from 8:00 a.m. to 5:00 p.m.
    2. February 23, 2008 (Saturday) from 7:00 a.m. to 7:00 p.m.
    3. February 24, 2008 (Sunday) from 12:00 p.m. to 5:00 p.m.
    4. February 25, 2008 thru February 29, 2008 (Monday thru Friday) 7:00 a.m. to 7:00 p.m.
    5. Locations:
      1.  Belton - Bell County Courthouse Annex, 550 East 2nd Avenue
      2.  Harker Heights - Parks & Recreation Center, 307 Millers Crossing
      3.  Killeen - Bell County Annex, 301 Priest Drive
      4.  Killeen - Killeen Community Center, 2201  E. Veterans Memorial Drive
      5.  Temple - Bell County Annex, 205 E. Central Avenue
      6.  Salado - Salado Civic Center, 601 North Main Street
       
  5. Demonstration by Election Clerk Jana Henderson of ES&S AutoMark Voter Assist Terminal that allows voters with disabilities to mark an optical scan paper ballot (the same as used by other voters) privately and independently.  The system allows electronic optical scan ballot counting, while still having a paper ballot for hand-recounts if needed.

  6. Consider approval of Bell County Community Supervision and Corrections Department (CSCD) grant application through Governor's Criminal Justice Division (CJD) for the Bell County Drug Court program.

  7. Consider approval of grant application for Bell County Coalition Juvenile Accountability Block Grant (JABG) to continue existing grant supporting the Juvenile Services Department.

  8. Consider authorizing purchase of two vehicles for Juvenile Services Department from 4-E funding dollars either by bid solicitation or by purchase off of Buy Boards or similar cooperative buying agreements. 

  9. Consider approval of renewal of Contract with City of Temple for use by Bell County of Firing Range.

  10. Consider approval of Order Approving the Issuance of a Note by the Oglesby Cultural Facilities Corporation for Heart of Texas Goodwill Industries, Inc. solely for the purpose of satisfying the provisions of Section 147(f) of the Internal Revenue Code and to give consent required under Section 221.030(a) of the Texas Health and Safety Code, none of which constitutes a liability or obligation of Bell County in any manner.

  11. Receive report from Fire Marshall and consider status of Order Restricting Outdoor burning and consider continuation, modification, extension, or termination of the Order and a finding that circumstances present in all or part of the unincorporated area to create a public safety hazard that would be exacerbated by outdoor burning.  Current Burn Ban expires on March 12, 2008.  

  12. Claims.

            Bell County Commissioners Court reserves the right to discuss any items in executive (closed) session
            whenever permitted by the Texas Open Meeting Act.
