Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
October 20, 2008

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., October 20, 2008, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on  October 20, 2008, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:
 

  1. Consider approval of minutes of October 14, 2008.

  2. County Engineer.

    1. Conduct Public Hearing and consider vacation of 40' access road located between Lot 11, Block 1 and Lot 1, Block 3 of Salado Lakeview Estates (formerly known as Cedar Knob Estates).
       
  3. Personnel.

  4. Consider designation of FY 2009 Bell County Representative to the Solid Waste Advisory Committee (SWAC) of the Central Texas Council of Governments. 

  5. Consider reappointment of Curtis Lockey and Jimmy Parker to the Board of Directors of Bell County Expo, Inc. for three-year terms beginning October 1, 2008 and ending September 30, 2011.

  6. Consider approval of approval of updated Employee Handbook to be effective January 2, 2009.

  7. Re-announce Early Voting Locations and Hours for the November 4, 2008 General Election.

    1. Early Voting Locations:
      1.  Belton - Bell County Courthouse Annex, 550  East 2nd Avenue
      2.  Harker Heights - Parks & Recreation Center, 307 Millers Crossing
      3.  Killeen - Bell County Annex, 301 Priest Drive
      4.  Killeen - Killeen Community Center, 2201 East Veterans Memorial Drive
      5.  Temple - Bell County Annex, 205 East Central Avenue
      6.  Salado - Salado Civic Center, 601 North Main Street
    2. Early Voting Hours:
      1.  October 20 - 24, 2008 (Monday thru Friday) - 8:00 a.m. to 5:00 p.m.
      2.  October 25, 2009 (Saturday) - 7:00 a.m. to 7:00 p.m.
      3.  October 26, 2008 (Sunday) - 12:00p.m. to 5:00 p.m.
      4.  October 27 - 31, 2008 (Monday thru Friday) - 7:00 a.m. to 7:00 p.m.
    3. Election Day Voting (Tuesday, November 4, 2008) - 7:00 a.m. to 7:00 p.m. at the voter's precinct polling location.
       
  8. Award presentation to Bell County from the Texas Association of Counties (TAC) Leadership Foundation for Bell County's Collection Improvement Program, as one of 24 county programs from around the state selected for a 2008 County Best Practices Award.

  9. Receive presentation and consider approval of participation in the proposed Killeen Tax Increment Reinvestment Zone (TIRZ) Number Two and appointment of two Directors to the anticipated TIRZ Board.

  10. Consider approval of City of Belton Tax Abatement Agreement with Belco Manufacturing Company.

  11. Consider approval of City of Belton Tax Abatement Agreement with Schoepf's Properties, LLC.

  12. Consider approval for the Jail/Detention Center Medical/Dental RFQ review team to enter into a professional service negotiation with a selected provider or providers for the purpose of establishing a mutually agreed on contract(s) and services delivery price(s) to be brought to the Commissioners Court for consideration for approval.

  13. Consider approval of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban, set to expire on October 23, 2008.

  14. Consider approval of local match for TXU funding for utility assistance to be administered by the Bell County HELP Center.

  15. Consider approval of Change Order Number 009 between Bell County and Skanska USA Building, Inc. for Jail addition project with no change in Guaranteed Maximum Price.

  16. Claims.

            Bell County Commissioners Court reserves the right to discuss any items in executive (closed) session
            whenever permitted by the Texas Open Meeting Act.
