Notice of the Meeting of the Commissioners Court of Bell County, Texas, for
October 05, 2009

Notice is hereby given that a regular meeting of the above named Court will be held at 9:00 a.m., October 05, 2009, with the meeting to be held in the COMMISSIONERS' COURTROOM, at the Bell County Courthouse 101 Central Avenue, Belton, Texas, to begin on October 05, 2009, at 9:00 a.m. and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas.  The following items of business will be discussed, to-wit:
 

  1. Consider approval of minutes of September 28, 2009.

  2. County Engineer.

    1. Conduct Public Hearing and consider approval of the following Traffic Control Device:
      1.  Install a 35 MPH speed limit on a portion of Auction Barn Road.
    2. Consider approval of exercising the County's Buy-Back Option with Holt Caterpillar for the purchase and sale (trade-in) of four 140H Motor Graders. 
    3. Consider authorizing County Engineer to advertise for bids for a 2,000 gallon water tank. 
       
  3. Personnel.

  4. Consider approval of a Proclamation declaring October as Domestic Violence Awareness Month in Bell County, Texas.

  5. Consider approval of a Proclamation declaring October as National Fire Prevention Month in Bell County, Texas.

  6. Consider approval of a Proclamation declaring October 4-10, 2009 as National 4-H Week in Bell County, Texas and acknowledge local participants and Texas AgriLife Extension Service leaders.

  7. Receive and approve report of County Auction held on September 22, 2009.

  8. Receive and approve report of Tire Collection held September 24-26, 2009.

  9. Consider approval of submission of Notification on Intent to the Texas Comptroller of Public Accounts to accept the Energy Efficiency and Conservation Block Grant (EECBG) allocation under the American Recovery and Reinvestment Act (ARRA) in the approximate amount of no less than $120,000.00.

  10. Consider approval of a Resolution to accept Bell County's allocation of the Energy Efficiency and Conservation Block Grant (EECBG) and to also accept additional funds that may become available at a later date, to pursue all EECBG funding made available through the American Recovery and Reinvestment Act (ARRA) allocated by the State Energy Conservation Office, and to continue Bell County's commitment toward energy efficiency.

  11. Consider approval of Change Order Number 002 between Bell County and Skanska USA Building Inc on the Bell County Central Jail Renovation for upgrade of detention slider doors and controls.  (In order to proceed in sequence, this project will have a number of Change Orders as pricing on different segments are set.  While the interim GMP's will be increased by the addition of each segment, the final GMP will not exceed the estimated total project cost.)

  12. Consider approval of Agreement with Bell County Public Health District to provide funding in the amount of $143,080.00 for the Bell County Public Health District Fiscal Year 2010, beginning September 1, 2009, and ending August 31, 2010.

  13. Consider approval of updated Customer Agreement between the Texas Department of Information Resources (DIR), Texas NICUSA, LLC (Vendor) and Bell County (Customer) for TexasOnline services

  14. Claims.

            Agenda items may be considered, deliberated, and/or acted upon in a different order than set forth above.


            Bell County Commissioners Court reserves the right to discuss any items in executive (closed) session
            whenever permitted by the Texas Open Meeting Act.
