AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of October, 2000, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #287/00:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of September 18, 2000.  He asked if there were any corrections of additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Rip Rap Bids

    • MINUTE ORDER #288/00:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the awarding of the rip-rap bid to Shallowford Construction in the amount of $10.00 per ton.



  3. Agenda #2b - Denman's Loop

    • MINUTE ORDER #289/00:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Engineer to advertise for bids for the hot mix overlay of Denman's Loop with the funds for such project to be from Precinct #1's Maintenance Fund.



  4. Agenda #2c - Discussion concerning Mr. Don Durrand

    • MINUTE ORDER #290/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the County Engineer to negotiate with Mr. Don Durrand regarding the closure of access to rental property on South Ridge Drive and making certain improvements to an existing driveway and parking lot to provide alternate access.



  5. Agenda #2d - Advertising  for Bid for Crushed Aggregate

    • MINUTE ORDER #291/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Engineer to advertise for bids for crushed aggregate for 2001 seal coating program.



  6. Agenda #2e - Renaming Canyon Heights Drive

    • MINUTE ORDER #292/00:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously authorized the renaming of "Canyon Heights Drive" in Arbor Heights Subdivision to "South Canyon Heights Drive."



  7.   Agenda #2f - Annual Bids

    • MINUTE ORDER #293/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the advertising for annual bids for metal culvert, fuel, reinforcing steel, and crushed limestone base material for the Road and Bridge Department.



  8. Agenda #2g - Personnel

    • MINUTE ORDER #294/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  9. Agenda #3 - Certificate of Achievement

    • MINUTE ORDER #295/00:  JUDGE BURROWS presented COMMISSIONER SCHILLER with a Certificate of Achievement from the County Judge's and Commissioners Association for completion of Curriculum 2000 Education Program.



  10. Agenda #4 - Discuss Fall Auction of Surplus County Property

    • MINUTE ORDER #296/00:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved the ratification of a fall auction for surplus County Property.



  11. Agenda #5 - Resolution concerning 4-H

    • MINUTE ORDER #297/00:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER CORTESE, the Court unanimously approved a resolution with respect to the Bell County 4-H Teen Ambassadors implementing the Texas Youth Building Character Education Program for 2000-2001.



  12. Agenda #6 - Rogers Middle School Eagle Historians

    • MINUTE ORDER #298/00:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER SCHILLER, the Court unanimously approved recognizing the Rogers Middle School Eagle Historians for their publication "Forward through the Past; a Journey Through Rogers, Texas."  A copy of the names of their sponsors and the members of the Eagle Historians is attached hereto and made a part of these minutes.



  13. Agenda #7 - Phone Line Requests

    • MINUTE ORDER #299/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the telephone line request of the Court Master.  The same being attached hereto.



  14. Agenda #9 - Claims

    • MINUTE ORDER #300/00:  The County Auditor presented all claims for the review of the Court.  After proper review, by consensus, the Court approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.




                    There being no further business, the meeting adjourned.
