AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 10th day of October, 2000, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the
following members of said Court present, to-wit:

Agenda #1 - Minutes
MINUTE ORDER #301/00: It being nine a.m., JUDGE
BURROWS called the meeting to order and waived presentation of the minutes
of October 2, 2000, at the present time.
Agenda #2a - Public Hearing on Wells Lane Closure
- MINUTE ORDER #302/00: JUDGE BURROWS
opened the public hearing on the proposed closure of a portion of Wells Lane. The
County Engineer presented the matter and presented a map which showed that portion of the
road that Mr. Cornett had paved in an attempt to satisfy the neighbors along the proposed
closure. Mr. Cornett appeared to speak in behalf of the closure and Mr. and Mrs.
Randy Britt appeared to speak against the closure. JUDGE BURROWS suggested
that the landowners get together further in an attempt to work out the closure among
themselves. After due discussion, the public hearing was closed, and upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved the tabling of such matter pending a further discussion among
the landowners.
- Agenda #2b - Purchase of motor graders
- MINUTE ORDER #303/00: The matter of advertising for bids
for four motor graders for the Road and Bridge Department was discussed. COMMISSIONER
CORTESE moved that the County Engineer be authorized to advertise for bids
for the sale of the four motor graders to determine if the graders could bring more money
at the original "buy back" or the original purchase of the graders and if the
bids for the purchase is higher than the "buy back," such bids would be
considered at that time; further that the engineer be authorized to advertise for bids for
four motor graders; the motion was seconded by COMMISSIONER BROWN and
passed unanimously.
- Agenda #2c - Thoroughfare Plan
- MINUTE ORDER #304/00: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved a contract with Central Texas Council of Governments for the
preparation of an update to the County's thoroughfare plan with the cost of $14,176.00 to
be paid from the bridge maintenance fund of the Road and Bridge Department.
- Agenda #2d - Sunshine Road Bridge
- MINUTE ORDER #305/00: The matter if approval of
"equivalent-match projects" with the TxDot for the balance of the County's cost
for the replacement of the Sunshine Road Bridge over the Little River was discussed and
the matter tabled until further workshops could be held on such matter.
- Agenda #2e - Employee Statue Report forms
- MINUTE ORDER #306/00: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved all employee status report forms, the same being attached
hereto and made a part of these minutes.
- Agenda #3 - Burn Ban
- MINUTE ORDER #307/00: The matter of the burn ban was
discussed. Mr. Al Pagel, Assistant Fire Marshal made the recommendation that the ban
be retained for three days or until it rained sufficiently to warrant canceling the ban.
JUDGE BURROWS announced that the ban would continue and
be reconsidered on October 16.
- Agenda #4 - Memo of Understand with respect to the Juvenile Detention Center
- MINUTE ORDER #308/00: Upon motion of JUDGE
BURROWS, seconded by COMMISSIONER BROWN, the Court
unanimously approved the Memorandum of Understanding with the Killeen ISD concerning
educational services to the Juvenile Detention Center Residents. A copy of the same
being attached hereto and made a part of these minutes.
- Agenda #6 - Tax Abatement with Temple for Roming, Parker & Kasberg, LLP
- MINUTE ORDER #309/00: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE,
the Court unanimously approved the City of Temple's Tax Abatement Agreement
with Roming, Parker & Kasberg, LLP. All according to a copy of the same attached
hereto and made a part of these minutes.
- Agenda #7 - Update on Courthouse Grant
- MINUTE ORDER #310/00: JUDGE BURROWS and
COMMISSIONER BROWN gave a report concerning the County's grant
submission to the Texas Historical Commission for the Courthouse Renovation Funds.
- Agenda #8 - Sesquicentennial Committee Report
- MINUTE ORDER #311/00: Dr. David Yielding,
Chairman of Bell County's Sesquicentennial Committee gave a report about the upcoming
"Salute to Bell County" set at the Expo Center for October 15.
- Agenda #9 - Advertise for bids for County Vehicles
- MINUTE ORDER #312/00: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously authorized the County Auditor to advertise for bids for County vehicles, plus
dump trucks for the Road and Bridge Department.
- Agenda #10 - Appointments to the Historical Commission
- MINUTE ORDER #313/00: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the appointment of William and Pearline Stanley of Temple as members
of the Bell County Historical Commission.
- Agenda #11 - Claims
- MINUTE ORDER #314/00: The County Auditor presented all
claims for the review of the Court. After proper review, by consensus, the Court
approved all such claims. All according to a copy of the same being of record in the
office of the County Auditor.
There being no further business, the meeting adjourned.
