NOVEMBER 13, 2000


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 13th day of November, 2000, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #352/00:  It being nine a.m., JUDGE BURROWS called the meeting to order and waive presentation of the minutes of the previous meeting at the present time.



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #353/00:  JUDGE BURROWS opened the public hearing for the purpose of discussing the installation of certain traffic control devices.  He asked if anyone present wished to make comment; there being no comments, after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved the installation of the following traffic control devices:  1) Installation of 30 mph speed limit on Indian Springs Drive, Indian Springs Subdivision; 2) Install a 45 mph speed limit on Triangle Road; 3) Install a 25 mph speed limit on Van Bibber from Main Street to the ninety degree corner to the north; 4) Install "no parking" signs along the east side of the Salado School Road behind the football field, from Thomas Arnold to 500' north.



  3. Agenda #2b - Award bids on Dump Trucks

    • MINUTE ORDER #354/00:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid to John McClaren Chevrolet of McGregor in the amount of $15,030.03 each for five 1/2 ton dump trucks. 



  4. Agenda #2c - Award bids on Corrugated Metal Box Culvert

    • MINUTE ORDER #355/00:  The Court discussed at length the difference between an aluminum versus steel box culverts.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the awarding of such bid to Texas Steel Culverts in the amount of $21,960.00.



  5. Agenda #3 - Award bids on various vehicles

    • MINUTE ORDER #356/00:  The Court awarded the following bids for various vehicles for different departments, to-wit:
          Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for one 15 passenger van for the Juvenile Probation Department to Benny Boyd Dodge in the amount of $21,983.70.
          Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid for three pickups for the Building and Grounds Department to Dodge Country in Killeen in the amount of $18,409.00 each.
          Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved awarding the bid for 5 vans to Dodge Country in the amount of $15,019.30 each.
          Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for two 1 ton cargo vans for the Building and Grounds Department to Dodge Country in the amount of $24,000.00 each.
          Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for three program model sedans for the Sheriff's Department and District Attorney's Department to Dodge Country for $13,340.00 each.



  6. Agenda #4 - Certificates of Appreciation

    • MINUTE ORDER #357/00:  JUDGE BURROWS presented Certificates of Appreciation to Ray Kirchmeier and Wanita Reeder of Information Systems and Vada Sutton, County Clerk, concerning the handling of election returns for the November 7, 2000 election.



  7.   Agenda #5 - Bell County Juvenile Justice Center Grant

    • MINUTE ORDER #358/00:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved a resolution authorizing the filing of a grant application with the Central Texas Council of Governments for a Title V Delinquency Prevention Program Grant for the Bell County Juvenile Justice Center.



  8. Agenda #6 - Claims

    • MINUTE ORDER #359/00:  The County Auditor presented all claims for the review of the Court.  After proper review, by consensus, the Court approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.




                    There being no further business, the meeting adjourned.
