met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #360/00: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of October 30, November 8,
and November 13, 2000. He asked if there were any corrections of additions to
the minutes; there being none, the minutes were approved as submitted.
Agenda #2a - Rescinding Award of Bid for Dump Trucks
- MINUTE ORDER #361/00: The County Engineer requested that
the Court revoke their awarding of bids for the five dump trucks for the Road and Bridge
Department on November 8, 2000, to Freightliners of Temple. He explained that the
bid specifications had been provided in error in that they referred to a wet sleeve design
and Longhorn International had lodged a complaint. Therefore, the County Engineer
requested that the awarding of bids be rescinded and that the trucks be rebid. After
due discussion, upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER STEPHENSON, the Court unanimously
approved revoking the previously approved awarding of the bid to Freightliner of Temple
and rebidding the five dump trucks bids. (A copy of the County Engineer's memo dated
November 13, 2000 being attached hereto.)
- Agenda #2b - Bids for two shredder tractors and a vibratory pad-foot compactor
- MINUTE ORDER #362/00: The County Engineer
recommended to the Court that they accept the bid of Blackland Implement Company which was
$ 10.00 higher than the low bidder San Saba Ford-New Holland. He recommended
granting a variance to the low bid policy for a local supplier (up to 3%).
Therefore, he recommended that Blackland Implement Company be awarded the bid in the
amount of $ 40,000.00. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, with COMMISSIONER
BROWN voting "Yes" and COMMISSIONER STEPHENSON
voting "No," the Court awarded such bid to Blackland Implement Company in the
amount of $ 40,000.00.
The County Engineer recommended that the bid for the vibratory, padfoot compactor be
awarded to Darr Equipment in the amount of $ 87,500.00. After due discussion,
upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved accepting the recommendation of
the County Engineer.
- Agenda #2c - Award bid for fencing of Vilas Road
- MINUTE ORDER #363/00: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved awarding the bid for fencing for the Vilas Road Project to Ace
Fencing in the amount of $ 12,815.20.
- Agenda #2d - Interlocal Agreement for 9-1-1 Maintenance
- MINUTE ORDER #364/00: Mr. Jim Reed of the Central Texas
Council of Governments appeared before the Court to discuss an interlocal agreement with
Bell County for the maintenance of the 9-1-1 project. He reported that the CTCOG
would maintain such program for an addition $ 25,000.00 or $ 30,000.00. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously authorized the County Judge to execute such
interlocal agreement on behalf of Bell County.
- Agenda #2e - Jesse Wilson Subdivision
- MINUTE ORDER #365/00: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the final plat of the Jesse Wilson Addition Subdivision and ordered
the same filed for record.
- Agenda - Award Sheriff's Department Vans
- MINUTE ORDER #366/00: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved awarding the bid for a small size passenger van to Dodge
Country in the amount of $ 17,890.00 and to McClaren Chevrolet for a full size 8 passenger
van in the amount of $ 19.095.47.
- Agenda #3 - Introduction of Ron Huess
- MINUTE ORDER #367/00: JUDGE BURROWS
introduced RON HUESS the new Director of Human Resources for
Bell County, stating that he would be visiting with all departments shortly.
- Agenda #4 - Recognition of Jeff Holburg
- MINUTE ORDER #368/00: JUDGE BURROWS recognized
retiring City Manager of the City of Belton. Each Commissioner and the County Judge
spoke of their enjoyment with working with him and wished him well.
- Agenda #5 - Texas Conference of Urban Counties Aggregation Project, Inc.
- MINUTE ORDER #369/00: Upon motion of COMMISIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved Bell County's joining of the Texas Conference of Urban Counties
Aggregation Project, Inc. For aggregation of electricity purchasing, approving the
project's Articles of Incorporation and By-Laws; appointing COMMISSIONER
BROWN as the County's Representative to the project; authorized the payment
of $ 1,150.00 in initial dues and designating Bell County facilities that will
participate.
- Agenda #6 - Appointment of Harley Peterson to the Child Welfare Board
- MINUTE ORDER #370/00: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the appointment of Harley Peterson, Principal of Killeen
Adventist Junior Academy to the Bell County Child Welfare Board.
- Agenda #7 - Certificates of Appreciation
- MINUTE ORDER #371/00: JUDGE BURROWS
presented certificates of appreciation to Chuck Davis of Time Warner Cable, Marvin Caines
of Aaron's Rental Purchase; Ned Roehrig, Mark Zimmerman, and Clara Turner of Information
Systems, and Mark Meyer of the Building and Grounds Department for all individuals
contribution to the Election Night Returns and their work toward providing assistance with
early voting and election day voting.

- MINUTE ORDER #372/00: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved all employee status report forms, the same being attached
hereto and made a part of these minutes.
- Agenda #9 - Telephone Line Requests
- MINUTE ORDER #373/00: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the installation of certain telephone lines in various County
Offices. All according to a copy of the same attached hereto and made a part of
these minutes.
- Agenda #10 - Claims
- MINUTE ORDER 374/00: The County Auditor presented all
claims for the review of the Court. After proper review, by consensus, the Court
approved all such claims. All according to a copy of the same being of record in the
office of the County Auditor.
