AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 11th day of December, 2000, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #389/00: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the fact
that they had previously received copies of the minutes of December 4, 2000. He
asked if there were any corrections of additions to the minutes; there being none, the
minutes were approved as submitted.
Agenda #2a - Awarding bids for aggregate
- MINUTE ORDER #390/00: The County Engineer gave a report concerning the
bids on aggregate for the Road and Bridge Department and recommended awarding such bid to
all who had bid. He further recommended that the successful recipient of which Company
gets any job will be based on cost, distance from the job site and availability of
materials. (A copy of such recommended successfully bidders is attached hereto). After due
discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved accepting the recommendations of the
County Engineer.
- Agenda #2b - Awarding bids for Dump Trucks
- MINUTE ORDER #391/00: The matter of awarding bids on 5.5 cubic yard dump
trucks was presented by the County Engineer. He explained that the low bid from
Freightliner of Austin was only $45.00 less than Temple Freightliner and the next low bid
was from a Bell County Company that he recommended, in accordance with Section 271.905 of
the Local Government Code that the bid be awarded to Temple Freightliner in the total cost
of $218,945.00. After due discussion, upon motion of COMMISSIONER STEPHENSON,
seconded by COMMISSIONER SCHILLER, the Court unanimously approved.
- Agenda #2c - Personnel
- MINUTE ORDER #392/00: Upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all
employee status report forms, the same being attached hereto and made a part of these
minutes.
- Agenda #3 - Amendment to By-Laws of Bell County Museum
- MINUTE ORDER #393/00: Miss Stephanie Turnham, Director of
the Bell County Museum appeared before the Court to present the request of the Board of
Trustees of the Bell County Museum to amend their By-Law to increase the size of the
regular trustees from 12 to 14 and to increase the term of office for an officer from one
calendar year to two calendar years. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously
approved such amendments. All according to a copy of the same attached hereto and made a
part of these minutes.
- Agenda #4 - Appointments to TERF Board
- MINUTE ORDER #394/00: Upon motion of COMMISSIONER STEPHENSON,
seconded by COMMISSIONER CORTESE, the Court unanimously approved the
appointment of Matthew Wright and Father Larry Heimsoth to the Bell County Temporary
Emergency Relief Fund Board.
- Agenda #5 - Report concerning BRA meeting
- MINUTE ORDER #395/00: COMMISSIONER BROWN gave a report about
the meeting to be held in Salado by the Brazos River Authority to discuss the Salado
Business District Wastewater Collection and Treatment System Feasibility Study. Such
meeting to be held on December 13 from 8:30 a.m. to 12 noon at the Mansion in
Salado.
- Agenda #6 - Report of Committee on People with Disabilities
- MINUTE ORDER #396/00: Ms. Jean Coufal presented an updated report of the
Bell County Judge and Commissioners Committee on People with Disabilities to the Court,
the same being attached hereto.
(As previously posted the Court went into Executive Session to discuss the
acquisition of Real
Estate and to discuss personnel. With all members aforesaid present in
open Court the following
transpired.)
- Agenda #8 - Meeting with County Extension Service
- MINUTE ORDER #398/00: The Court met with members of the County Extension
Service at their office at 1605 North Main, Belton, Texas, to hear their annual report.
- Agenda # 9 - Claims
- MINUTE ORDER #399/00: The County Auditor presented all claims for the
review of the Court. After proper review, by consensus, the Court approved all such
claims. All according to a copy of the same being of record in the office of the County
Auditor.
There being no further business, the meeting adjourned.
