AFTER proper posting of public notice, a copy of which is attached hereto, on this the 18th day of December, 2000, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #400/00: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of December 11, 2000. He asked if there were any corrections of additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Public Hearing on Traffic Devices

    • MINUTE ORDER #401/00: JUDGE BURROWS opened the public hearing to hear comments on the installation of the following traffic control devices, to-wit: 1) Install a 45 mph speed limit on Pendleton-Troy Road, from Luther Curtis to 1.0 mile south; 2) Install a 55 mph speed limit on Trimmier Road, from Stagecoach Road to Chaparral Road; 3) Install a Yield Right of Way sign on Whispering Oaks Court at Windy Oak, Mountain Ridge Estates. He asked if there was any public comment on the same; there being none, the public hearing was closed. After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such traffic control devices.



  3. Agenda #2b - Change in the County’s Subdivision Regulations

    • MINUTE ORDER #402/00: The County Engineer presented the matter of the adoption of Article 232.0031, Texas Local Government Code entitled "Additional Requirements: Use of Groundwater", into the County’s current subdivision regulations. After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the adoption of Section 232.0031 of the Texas Local Government Code into the current subdivision regulations of Bell County, Texas.



  4. Agenda #2d - Personnel

    • MINUTE ORDER #403/00: Upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and further approved the employment of TIMOTHY J. LEVERENZ as Director of the Communication center, effective January 2, 2001, as a group 30, step 5 ($53,712.00).



  5. Agenda #3 - Juvenile Crime Victims Grant Application

    • MINUTE ORDER #404/00: The matter of a Juvenile Crime Victims Grant Application was delayed until later.




  6. Agenda #4 - Lease Agreement with AT & T

    • MINUTE ORDER #405/00: The Court discussed the matter of a lease agreement with AT & T Wireless Services to construct a wireless communications tower at 1605 North Main, Belton, Texas (North Annex Property). It had been called to the Court’s attention that this matter may require a bid proposal under section 263.007 of the Local Government Code. Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court authorized JUDGE BURROWS to check into the matter further and negotiate with AT & T on such matter.



  7.   Agenda #5 - North and East Texas Judges and Commissioners Conference for 2002

    • MINUTE ORDER #406/00: JUDGE BURROWS announced that Bell County would be hosting the North and East Texas Judges and Commissioners Conference on June 3-6, 2002.




  8. Agenda #6 - Claims

    • MINUTE ORDER #407/00: The County Auditor presented all claims for the review of the Court. After proper review, by consensus, the Court approved all such claims. All according to a copy of the same being of record in the office of the County Auditor.




                    There being no further business, the meeting adjourned.
