AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of January, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #01/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of December 18, 2000. He asked if there were any corrections of additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Rip Rap Bids

    • MINUTE ORDER #288/00:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the awarding of the rip-rap bid to Shallowford Construction in the amount of $10.00 per ton.



  3. Agenda #2 - Swearing in County Officials

    • MINUTE ORDER #02/01: County Judge JON BURROWS administered the oath of office to the following elected officials whose terms are effective January 1, 2001, for four years, to-wit: 146th District Judge Rick Morris; 169th District Judge Gordon Adams; County Attorney Rick Miller; Sheriff Dan Smith; Tax Assessor-Collector Sharon Long, Commissioner Precinct #1, Richard Cortese; Commissioner Precinct #3 Leroy Schiller, Justice of the Peace, Precinct #3, Place #1 Eddy Lange; Justice of the Peace, Precinct #4, Place #1 Garland Potvin; Constable, Precinct #1 Luis Cortez; Constable, Precinct #2, Coleman Benner; Constable, Precinct #3, Bill Hartwell; and Constable, Precinct #4, Edd Melton, III.



  4. Agenda #3 - Elected Officials’ Bonds

    • MINUTE ORDER #03/01: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the following Official’s Bond, to-wit: County Attorney, Rich Miller; Sheriff Dan Smith; Tax Assessor/Collector Sharon Long; Commissioner Precinct #1 Richard Cortese; Commissioner Precinct #3 Leroy Schiller; Justices of the Peace Precincts #3 & #4 Eddy Lange and Garland Potvin; Constables, Precincts #1, #2, #3, and #4 Luis Cortez, Coleman Benner, Bill Hartwell, and Edd Melton III.



  5. Agenda #4 - Sesquicentennial Certificates of Appreciation

    • MINUTE ORDER #04/01: JUDGE BURROWS presented certificates of appreciation to the Chairman of the Bell County Sesquicentennial Committee as well as the various Officers and Committee Chairman as follows: Dr. David Yeilding, Chairman; Mrs. MaryBelle Brown as Honorary Co-Chair; Pat Barton, Secretary; Polly Peaks-Elmore, Treasurer; Dr. Luther Brewer, Chairman of the Bell County Day on January 22, 2000; Glen Rucker and Curtis A. Younts, Sr., Chairmen of the April 22 Charter Oak Day Celebration; David Pennington, Chairman of the October 22 Musical Salute; Bernita Peeples, Publicity Chair Person; Michael Kelsey; Chairman of the Historical Research Committee; and Mrs. Shirley Courtney, Chairman of the Time Capsule Committee. Dr. Yielding thanked all members of the Committee and stated that his favorite Sesquicentennial highlight included the essay contest and other opportunities to work with local students. "That’s the future of our county, our state and our nation" he stated.

      Col. David B. Hall, Garrison Commander at Fort Hood presented Dr. Yeilding with the Commander’s Award for Public Service. Col. Hall stating "Through his personal drive, initiative and intense public concern, Dr. Yeilding ensured Bell County’s celebration would set the standard for the rest of the State of Texas. The plaque stating ". . . . His achievement reflects great credit upon himself, the citizens of Bell County and the entire Central Texas area."

      Bell County Museum Director Stephanie Turnham present Dr. Yeilding with a commemorative box, fashioned by Salado artist James Poppell out of Charter Oak wood. Charter Oak being the oak tree on the banks of the Leon River and under which citizens of Bell County held the first election in Bell County to organize the new county on April 22, 1850.

      JUDGE BURROWS explained that the Court would then recess its meeting and regroup at the flag pole to retire the Sesquicentennial flag which had been flown during the year 2000 and then placed in the steel capsule that will be buried under the courthouse lawn and then unearthed in 2050, with a short reception provided by the Sesquicentennial Committee. He went on to explain the items that would be placed in the capsule prior to burying the same. A copy of such items attached to these minutes for all purposes.

      (The Court then recessed its meeting as aforementioned and with all members aforementioned present in open Court, the following transpired.)

       

  6. Agenda #7 - Personnel

    • MINUTE ORDER #05/01: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  7.   Agenda #8 - Replacement Vehicles for Buildings and Grounds

    • MINUTE ORDER #06/01: Mr. Mark Meyer, County Maintenance Director, appeared before the Court to discuss the three vehicles stolen from the County’s Buildings and Grounds yard in Belton. He presented his request for replacement of the two vehicles that were totaled and the repairs for the third vehicle. (A copy of such costs attached hereto). After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved such request for replacing two vehicles and repairs to the one vehicle.



  8. Agenda #9 - Museum Board Members Appointments

    • MINUTE ORDER #07/01: Ms. Stephanie Turnham, Director of the Bell County Museum presented a request for approval of the 2001 Trustees and their terms of the Bell County Museum Board of Trustees and Officers for 2001. A copy of the same being attached hereto and made a part of these minutes for all purposes. After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such Trustees and Officers.



  9. Agenda #10 - Claims

    • MINUTE ORDER #08/01: The County Auditor presented all claims for the review of the Court. After proper review, by consensus, the Court approved all such claims. All according to a copy of the same being of record in the office of the County Auditor.




                    There being no further business, the meeting adjourned.
