AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of January, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #09/01: It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of January 2, 2001. He asked if there were any corrections or additions; after amendment, the minutes were approved as submitted.



  2. Agenda #2a - Brush Chipper

    • MINUTE ORDER #10/01: The County Engineer presented his request for a brush chipper for the road and bridge department. He stated that he would like to purchase the same under the State bid through GSA at a price of $26,000.00. Such purchase to be made from excess funds in the equipment line item and does not require an amendment to his budget. After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such purchase.



  3. Agenda #8 - Announce Public Hearing on Bridge on Sunshine Road

    • MINUTE ORDER #11/01: JUDGE BURROWS announced that a public hearing would be held in Rogers concerning the replacing of the bridge over the Little River on Sunshine Road. However, the first day agreed on would not be available due to the Junior Fair and Livestock Show so another would have to be scheduled later.



  4. Agenda #2b - Personnel

    • MINUTE ORDER #12/01: Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms except the purposed employment in the Court Coordinator’s Office which would be discussed later. All according to such report forms attached hereto and made a part of these minutes.



  5. Agenda #3 - Narcotics Task Force Grant

    • MINUTE ORDER #13/01: Sheriff Smith appeared before the Court to present the Central Texas Narcotics Task Force grant application and the resolution to approve the same. He stated that the grant was for $418,204.00 with Bell County matching share of $50,685.00. After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously authorized JUDGE BURROWS to execute, on behalf of Bell County, such grant application and resolution. All according to the same attached hereto and made a part of these minutes.


       
  6. Agenda #4 - Salary Grievance Committee

    • MINUTE ORDER #14/01: In accordance with the laws governing the same, JUDGE BURROWS drew nine names from individuals who had served on the 2000 Grand Jury. Such members so drawn will compose the 2001 Grievance Committee for Bell County. Such members being: JULIA VILLARONGA; JUAN RODRIGUES; RICHARD H. HESTER; JEANNE ISDALE; MARIA PINION; JANICE WALKER; LEONARD MIKESKA; RONALD P. KAUPPILA; and PEAL FELLINGHAM.



  7.   Agenda #5 - Juvenile Crime Victims Assistance Grant

    • MINUTE ORDER #15/01: Mr. Earl Lloyd, Juvenile Probation Chief, presented that department’s request for approval of a Juvenile Crime Victims Assistance Division Grant Application for $44,820.00 per year for three years with cash and in-kind match of $8,964.00 from Bell County which has already been budgeted. After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously authorized JUDGE BURROWS to execution the resolution and grant application for the aforementioned grant. All according to a copy of the same attached hereto and made a part of these minutes.



  8. Agenda #6 - Juvenile Accountability Incentive Grant

    • MINUTE ORDER #16/01: Mr. Earl Lloyd, Juvenile Probation Chief, presented that department’s request for a Juvenile Accountability Incentive Block Grant Application for $77,991.00, with cash and in-kind match of $8,666.00, the same having previously been budgeted for. After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE BURROWS, to execute, on behalf of Bell County, the resolution and grant application for the aforementioned grant. All according to a copy of the same attached hereto and made a part of these minutes.



  9. Agenda #7 - Census Information

    • MINUTE ORDER #17/01: JUDGE BURROWS gave a report with respect to the growth, according to the census bureau of the various States and how many new representatives Texas would receive and other States also.



  10. Agenda - Claims

    • MINUTE ORDER #18/01: The County Auditor presented all claims for the review of the Court. After proper review, by consensus, the Court approved all such claims. All according to a copy of the same being of record in the office of the County Auditor.



            There being no further business, the meeting was adjourned.


            (The Court then had a workshop session in the Judge and Commissioners Conference room with
             respect to the revisions to the Personnel Manual for Bell County)
