AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 16th day of January, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the
following members of said Court present, to-wit:

Agenda #1 - Minutes
MINUTE ORDER #19/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the fact
that they had previously received copies of the minutes of January 8, 2001. He
asked if there were any corrections of additions to the minutes; there being none, the
minutes were approved as submitted.
Agenda #2a - Woods of Salado Utility Easements
- MINUTE ORDER #20/01: The County Engineer presented the matter of a utility
easement along the common property line of Lots 8-a and 8-b, block 6, of the Woods of
Salado Subdivision. The Engineer explained that both lots were owned by the same
individual and that they wished to build the house in the middle of the lots, across
property lines and that all utility companies had agreed to this as well as the
Architectural Control Committee of said Subdivision. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously
approved such abandonment of utility easements. All according to a copy of such plat
attached hereto and made a part of these minutes.
- Agenda #2b - Deeds to the City of Belton
- MINUTE ORDER #21/01: The County Engineer presented the matter of deeding
to the City of Belton a portion of Lots 1, 2, and 3, block 15 of the Original Town of
Belton for right of way on 2nd Avenue (FM 93) for improvements to the intersection of Main
Street and 2nd Avenue, plus authorizing a utility easement parallel with, and contiguous
to the new right of way. After due discussion, upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER SCHILLER, the Court unanimously authorized the
County Judge to execute such right of way deed and easement on behalf of Bell County,
Texas.
- Agenda #2c - Road and Bridge Annual Report
- MINUTE ORDER #22/01: County Engineer Macchi presented the Bell County Road
and Bridge Departments Annual Report for the work done by that Department. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved such report. All according to a copy of
the same attached hereto and made a part of these minutes.
- Agenda #3 - Inter-local Agreement Concerning the Jail
- MINUTE ORDER #23/01: Sheriff Dan Smith and Commander Gary Smith of
the Temple Police Department appeared before the Court to discuss an Interlocal Agreement
between Bell County and the City of Temple for the providing, by Bell County, of jail
facilities for the City of Temple. After due discussion, upon motion of JUDGE
BURROWS, seconded by COMMISSIONER SCHILLER, the Court unanimously
approved authorizing JUDGE BURROWS to execute such agreement on behalf of
Bell County and further discussed with Sheriff Smith the fact that the contract was for
one year with Bell County monitoring such contract to ascertain the cost to the County.

minutes.
- Agenda #4 - Report by Director of EXPO Center
- MINUTE ORDER #24/01: Mr. Tim Stephens, Director of the EXPO Center gave
the Court an update of the operation of the Center since the Hockey Team is no longer
operating.
- Agenda #5 - Bid for Lease of North Annex Property
- MINUTE ORDER #25/01: The matter of awarding the bid for limited use lease
for a tower site located on property adjacent to the Bell County North Annex property was
discussed and after due discussion, upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER STEPHENSON, the Court unanimously authorized JUDGE
BURROWS to execute a contract with AT & T for such lease and authorized JUDGE
BURROWS to negotiate such contract.
- Agenda #6 & #7 - Phones
- MINUTE ORDER #26/01: Upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER STEPHENSON, the following changes to the
Countys phone system were approved, to-wit: one additional phone extension for CSCD
at 215 East Central in the Temple Annex; one additional Internet connection in the County
Auditors Office; and one additional Internet connection for the County
Attorneys Office.
- Agenda #2d - Personnel
- MINUTE ORDER #27/01: Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER SCHILLER, the Court unanimously approved all
employee status report forms, the same being attached hereto and made a part of these
minutes.
- Agenda - Claims
- The County Auditor presented all claims for the review of the Court. After proper
review, by consensus, the Court approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
There being no further business, the meeting was adjourned.
((The Court then went into Executive Session to discuss real estate and thereafter
retired to the Conference Room to hold a Workshop Session to discuss the classroom
facilities at the Juvenile Justice Center and to continue the discussion with respect to
the personnel handbook.)
