met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #35/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the fact
that they had previously received copies of the minutes of January 22, 2001. He
asked if there were any corrections of additions to the minutes; there being none, the
minutes were approved as submitted.
Agenda #2a - Personnel
- MINUTE ORDER #36/01: Upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER BROWN, the Court unanimously approved all employee
status report forms, the same being attached hereto and made a part of these minutes.
- Agenda #2b - Off-System Bridge Replacement Program
- MINUTE ORDER #37/01: No action was taken on whether or not to
participate in the TXDOT 2002 Off-System Bridge Replacement Program and the matter was
tabled pending clarification of the program's guidelines.
- Agenda #3 - Annual Report of the Bell County Museum and the Historical Commission
- MINUTE ORDER #38/01: Ms. Stephanie Turnham, Director of the
Bell County Museum gave the Museum's annual report. She stated that there were some
4,747 visits in 2000; that the Sesquicentennial exhibit "Passports Through
Time," continues to be a big drawing card. She said that the museum took in
some $40,000.00 through fund raisers. Mrs. Heroldine Early gave the annual report
for the Bell County Historical Commission, the same being attached hereto and made a part
of these minutes. Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER SCHILLER,the Court unanimously approved
the 56 members to the Commission as presented by the Commission. The same being
attached hereto and made a part of these minutes.
- Agenda #4 - Bids for Uniforms for Building and Grounds Department
- MINUTE ORDER #39/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved authorizing the County Auditor to advertise for bids for
uniforms for the Building and Grounds Department.
- Agenda #5 - County Treasurer's Report
- MINUTE ORDER #40/01: The County Treasurer gave his report on the
annual interest earned for FY 1999-2000 and the Quarterly Interest Report for FY
2000-2001. The same being on file in the Office of the County Clerk. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved a resolution amending authorized
representatives for TexPool.
- Agenda #6 - Phone Line Requests
- MINUTE ORDER #41/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved additional phone lines for the CSCD in the Temple Annex and for
Garland Potvin's Office in the Killeen Annex.
- Agenda #7 - TxDOT Right of Way Payment
- MINUTE ORDER #42/01: The matter of the payment for Bell
County's share of Right of Way for improvements to SH 195 to the Texas Department of
Transportation from south of FM 2484 south to the Bell County Line was discussed and after
due discussion, upon motion of COMMISSIONER SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved amending
the Right of Way budget in the amount of $175,000.00 and authorized the payment of
$250,000.00 to TxDOT for Bell County's share.
- Agenda #8 - Appointment of Ramon L. Haile
- MINUTE ORDER #43/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved the confirmation of the appointment of Ramon L. Haile of
Hamilton County by the Hamilton County Commissioners.
- Agenda #9 - Appointment to Expo Board
- MINUTE ORDER #44/01: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the appointment of CURTIS LOCKEY to
the Bell County Expo Center Board.
- Agenda #10 - Claims
- MINUTE ORDER #45/01: The County Auditor presented all claims for the
review of the Court. After proper review, by consensus, the Court approved all such
claims. All according to a copy of the same being of record in the office of the
County Auditor. (The Court then sent into a workshop session in the Conference
Room of the Judge and Commissioners Court and discussed the Court's upcoming presentation
at the V. G. Young Institute for the Bell County Communications Center Operation and
discussed a reimbursement resolution and other financing alternatives for capital projects
with the County's Financial Company representative.)
There being no further business, the meeting was adjourned.
