AFTER proper posting of public notice, a copy of which is attached hereto, on this the 20th day of February, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #55/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of February 12, 2001. He asked if there were any corrections of additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Interlocal Agreement with KISD

    • MINUTE ORDER #56/01: The County Engineer presented the matter of an Interlocal Agreement with the Killeen Independent School District for the construction of sidewalks from Warriors Path Road to the West Property line of Nolanville Elementary School.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute such Interlocal Agreement on behalf of Bell County.  Such project is estimated at $7,100.00 with 1/2 the Cost to be paid by Bell County out of Precinct #2 Maintenance Funds and the other 1/2 to be paid by Killeen ISD..



  3. Agenda #2b - Personnel

    • MINUTE ORDER #57/01:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  4. Agenda #3 - Appointment of Vada Sutton to Advisory Board

    • MINUTE ORDER #58/01:  JUDGE BURROWS announced that Vada Sutton, County Clerk had received an appointment to the Texas Historical Records Advisory Board of the Texas State Library and Archives Commission.  Miss Sutton explained that a nine-member board serves as the central advisory body for historical records planning and projects funded by the National Historical Publications and Records Commission that are developed and implemented in the State.  In addition, the board works with the Texas State Library and Archives Commission to develop, revise, and submit state priorities to the NHPRC for historical records projects, and foster and supports cooperative networks and programs dealing with historical records in conjunction with the commission's goals.



  5. Agenda #4 - Tax Assessor-Collector's Bond

    • MINUTE ORDER #59/01:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the Official Bond of the Tax Assessor-Collector payable to Bell County in the amount of $100,000.00.  The same being filed for record in the Bond Records of the County Clerk's Office. 



  6. Agenda #5 - Law Enforcement Contract with Corps of Engineers

    • MINUTE ORDER #60/01:  Sheriff Dan Smith and Lake Manager Gregory E. Pope, appeared  before the Court to discuss a Law Enforcement Services Contract for 2001 for Belton/Stillhouse Hollow Lakes.  The Contract for 2001 recreation  season is for 4724 hours at a cost of $92,543.16.   After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Judge to execute such contract on behalf of Bell County.



  7. Agenda #6 - "Black History Month" presentation by Roscoe Harrison

    • MINUTE ORDER #61/01:  Mr. Roscoe Harrison made a presentation in celebration of "Black History Month" with respect tot he early history of South Pearl Street in Belton.  Mr. Harrison, related about such notables as Ella Fitzgerald, Louie Armstrong, Joe Louis, and Jackie Robinson attending functions at homes on South Pearl Street.  Mr. Harrison also related that he is working on a book of the Early Black History.



  8. Agenda #7 & #8 - MHMR

    • MINUTE ORDER #62/01:  Mr. Eldon Tietje, Director of MH/MR Center presented a video presentation concerning appropriations for MH/MR Service.  After such presentation, upon motion of COMMISSIONER SCHILLER, the Court unanimously approved a resolution support additional funds for MH/MR.  All according to a copy of the same attached hereto and made a part of these minutes.



  9. Agenda #9 - Resolution in support of Copperas Cove By-Pass

    • MINUTE ORDER #63/01:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved   a resolution in support of the Copperas Cove US 190 By-Pass Project.  All according to a copy of the same attached hereto and made a part of these minutes.



  10. Agenda #10 - Telephone Request

    • MINUTE ORDER #64/01:  The matter of the phone line request for the Department of Public Safety was discussed and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved such request, the same being attached hereto.



  11. Agenda #11 - Public Hearing Announcement

    • MINUTE ORDER #65/01:  JUDGE BURROWS announced that the Court would hold a public hearing at the Rogers School to take comment on the replacement of Sunshine Road (Ree) Bridge at 6:30 p.m., Thursday, February 22.



  12. Agenda #12 - Consider Bid on Guffey Building in Belton

    • MINUTE ORDER #66/01:  JUDGE BURROWS discussed the matter of a submitted bid to the City of Belton for the property next to the Bell County Museum known as the Guffey Building for use by the Museum for a gift shop, additional displays, and storage.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved authorizing the County Judge to submit a bid for such property of behalf of Bell County.



  13. Agenda #13 - Salary Grievance Committee Replacement

    • MINUTE ORDER #67/01:  JUDGE BURROWS reported to the Court that one individual drawn to serve on the Salary Grievance Committee had indicated that they could not serve and therefore it would be necessary to draw another individuals name.  The name of BILL SUDLOW JR. was drawn as the replacement for such individual.



  14. Agenda #14 - Claims

    • MINUTE ORDER #68/01:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  (The Court then went into a public workshop session and the following items were discussed, to-wit:  1) Continue review and discussion of updated personnel handbook; 2) Continued discussion of facility planning and prioritization.  The Court recessed its meeting and with all members aforementioned present, except Commissioner Brown, the Court, in open workshop session heard a presentation by the Central Texas Council of Governments concerning Bell County's proposed Thoroughfare Plan.)



    There being no further business, the meeting was adjourned.
