AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 26th day of March, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #99/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and waived presentation of the minutes of
March 19, 2001, at the present time.
Agenda #2a - Personnel
- MINUTE ORDER #100/01: Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER SCHILLER, the Court
unanimously approved all employee status report forms, the same being attached hereto and
made a part of these minutes.
- Agenda #3 - Appoint to Child Welfare Board
- MINUTE ORDER #101/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved the appoint of LYNDA ALLMER of Temple to the Bell County Child
Welfare Board.
- Agenda #4 - Crime Victims Request
- MINUTE ORDER #102/01: Jill Hargrove appeared before the Court to
request that the Bell County Crime Victims group be added to the list of agencies to which
juror fees may be donated. The matter will be placed on the next Commissioners Court
Agenda.
- Agenda #5 - County Auction
- MINUTE ORDER #103/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved setting the County-Wide auction of surplus equipment for May
12, 2001.
- Agenda #6 - 9-1-1 Matching System
- MINUTE ORDER #104/01: Mr. Jim Reed, of Central Texas Council of
Governments appeared before the Court to present the final plan for Bell County 9-1-1
Address Matching Process. After due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved acceptance of such plan. Such plan being attached hereto.
- Agenda #7 - Report on Election School
- MINUTE ORDER #105/01: County Clerk Vada Sutton gave a report of the
election school that had been held on March 24, 2001. She reported that the school
had been attended by some 85 people; that everyone seemed to enjoy the additional
training; that she had invited Sharon Long and Rickie Autrey todiscuss voter registration;
and that a demonstration of the voting machine had been given.
- Agenda #8 - 99-00 Outside Audit
- MINUTE ORDER #106/01: Mr. Stephen Niemeier of Broadway, Gersbach and
Niemeier, Certified Public Accountants and the County's Outside Auditors appeared before
the Court to present an Executive Summary of the Comprehensive Annual Financial Report of
Bell County ending September 30, 2000. After presentation, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved such annual audit and ordered the same filed for record.
- Agenda #9 - Claims
- MINUTE ORDER #107/01: The County Auditor presented all claims for
the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the same on record
in the office of the County Auditor.
(The Court then went into workshop session in the Conference Room
and the following transpired:
Discussions were had concerning 1) Personnel Policies and Procedures Manual for
Supervisiors
and Elected Officials; 2) Pending Legislation; 3) Census and Redistricting;
4) Facility Planning
and Financing; 5) Subdivision Regulations; 6) Insurance Consultant.)
There being no further business, the meeting
was adjourned.
