met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #108/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the fact
that they had previously received copies of the minutes of March 19, 2001 and March 26,
2001. He asked if there were any corrections of additions to the minutes; there being
none, the minutes were approved as submitted.
Agenda #2a - New Subdivision Regulations
- MINUTE ORDER #109/01: County Engineer Macchi presented the new
subdivision regulation and recommended their approval. After due discussion, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved such new regulation effective April
2, 2001; all according to a copy of the same attached hereto and made a part of
these minutes.
- Agenda #2b - Seal Coating and Level-Up Program for 2001
- MINUTE ORDER #110/01: Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER STEPHENSON, the Court
unanimously approved the seal coat and level-up programs for the Road and Bridge
Department for 2001. All according to a copy of the same attached hereto and made a
part of these minutes.
- Agenda #2c - Setting Date for Closure of a Portion of Buckhorn Lane
- MINUTE ORDER #111/01: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the
Court unanimously set April 30, 2001, at nine a.m. for the public hearing for the closure
of a portion of Buckhorn Lane. All according to a copy of a map indicating the
portion to be closed. COMMISSIONER CORTESE requested the
County Engineer to be sure that proper signage was placed indicating to the public that
the road was no longer a road to the lake.
- Agenda #2d - Release of various Letters of Credit and Maintenance Bonds for
Subdivision
- MINUTE ORDER #112/01: County Engineer Macchi reported to the Court
that it was time to return Letters of Credit and that Maintenance Bonds had expired for
Colinas Del Lago, Tumbleweed Estates, Wells Ranch II, and the Replat of Lot 7 of the
Escarpment Subdivisions. That he had been working with the developers to repair any
damages to the roads in the various subdivisions and that those repairs were underway
now.
- Agenda #2e - Woods of Owl Creek Subdivision
- MINUTE ORDER #113/01: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the final plat of Woods of Owl Creek Subdivision, subject to
obtaining the sign of the Bell County Health Department on the Plat. A letter from
the Department has been received approving the same, however, a signature is needed on the
plat.
- Agenda #2f - Personnel
- MINUTE ORDER #114/01: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved all employee status report forms, the same being attached
hereto and made a part of these minutes.
- Agenda #3 - Jury Donation Letter
- MINUTE ORDER #115/01: The Court discussed the matter of the agencies
to be placed on the Jury Check Donation Letter as determined by Section 61.002 of the
Local Government Code. After due discussion, in accordance with the laws governing
such matter, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved the following agencies for
placement on the Jury Check Donation Letter, to-wit: 1) Bell County Child Welfare
Board; 2) Bell County Crime Victims' Coalition; 3) State Crime Victims'
Coalition.
- Agenda #4 - Administrative Procedures and Policies Handbook
- MINUTE ORDER #116/01: Mr. Ron Heuss, Human Resources Director,
appeared before the Court to present update #1 to the Administrative Procedures and
Policies Handbook. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved the same. All according to a copy of the same attached
hereto and made a part of these minutes.
- Agenda #5 - County Personnel Manual
- MINUTE ORDER #117/01: Human Resources Director, Mr. Heuss presented
the Court with a list of elected officials who had responded with respect to acceptance of
the new County Personnel Manual. The same being attached hereto and made a part of
these minutes.
- Agenda #6 - Request for Phone Lines
- MINUTE ORDER #118/01: The Court discussed the request of
the Maintenance Department for a fax line and the request of Personal Bond for an
additional phone line. After due discussion the Court upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, delayed
the request of Personal Bond pending further study and unanimously approved the request of
the maintenance department for a fax line.
- Agenda #7 - Claims
- MINUTE ORDER #119/01: The County Auditor presented all claims for
the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the same being of
record in the office of the County Auditor.
There being no further business, the meeting was adjourned.
(The Court then sent into a workshop show discussion and the subject
discussed were Personnel
Policies and Procedure Manual for Supervisors and Elected Official and pending
legislation.)
