AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 9th day of April, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the
following members of said Court present, to-wit:

Agenda #1 - Minutes
MINUTE ORDER #120/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts attention the fact
that they had previously received copies of the minutes of April 2, 2001. He asked
if there were any corrections of additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - County Engineer Personnel Matter
- MINUTE ORDER #121/01: County Engineer Macchi presented the matter of
replacing Mr. Henry King as a Crewman 2 in the Asphalt Crew for the Road and Bridge
Department. Engineer Macchi explained that Mr. King had been taking care of his ill
sister and had only been working part time. Mr. King has now decided to take
extended sick leave and then retire. After due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER CORTESE, the
Court unanimously approved such personnel change for MR. King.
- Agenda #2b - Preliminary Plat for Walnut Creek Estates
- MINUTE ORDER #122/01: County Engineer Macchi presented the matter of
preliminary plat approval for Walnut Creek Estates. He reported that since this
subdivision fronted new highway SH 195 South of Killeen that he had told their engineer
that before the plat would have final approval, they must obtain the review and approval
of TXDOT since several lots and another roadway will front onto or open onto SH 195.
After due discussion, upon motion of COMMISSIONER STEPHENSON,
seconded by COMMISSIONER BROWN, the Court unanimously approved
such preliminary plat. (See Engineer Macchi's agenda attached hereto).
- Agenda #2c - Personnel
- MINUTE ORDER #123/01: Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER SCHILLER, the Court
unanimously approved all employee status report forms, the same being attached hereto and
made a part of these minutes.
- Agenda #3 - Resolution concerning Fair Housing
- MINUTE ORDER #124/01: Upon motion of JUDGE BURROWS, seconded
by COMMISSIONER BROWN, the Court unanimously approved a
resolution proclaiming April as Fair Housing Month. All according to a copy of such
resolution attached hereto and made a part of these minutes.
- Agenda #4 - Report on Unreimbursed Health Care Expenditures
- MINUTE ORDER #125/01: County Auditor Eakin and Killeen Help Center
Director Kelley appeared before the Court to give a report on calendar year 2000
unreimbursed health care expenditures for participation in 2001 Tobacco Settlement
Distribution. Such report being attached hereto and made a part of these minutes for
all purposes.
- Agenda #5 - County Depository
- MINUTE ORDER #126/01: JUDGE BURROWS presented
the matter of teh upcoming bid for the County's Depository Contract. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously authorized the advertising for bids for the
County Depository Contract.
- Agenda #6 - Advisory Committee Appointment for Redistricting
- MINUTE ORDER #127/01: JUDGE BURROWS presented
the matter of the appointment of a Citizen's Advisory Committee for the purpose of
Redistricting Bell County. After due discussion, upon motion of JUDGE
BURROWS, seconded by COMMISSIONER CORTESE, the
Court unanimously approved such individuals, all according to a copy of the same attached
hereto and made a part of these minutes.
- Agenda #7 - Claims
- MINUTE ORDER #128/01: The County Auditor presented all claims for the
review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved all such claims. All according to a copy of the same
being of record in the office of the County Auditor.
There
being no further business, the meeting was adjourned.
(The Court then went into workshop Session and discussed the following items with no
action being
taken on the same, to-wit:
1) Mobile Home Park Regulations; 2) Pending Legislation; 3)
Redistricting; 4) Facility planning and design; 5) Appraisal District Budget;
6) telephone lines.
