AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 16th day of April, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the
following members of said Court present, to-wit:

Agenda #2a - Public Hearing on Traffic Control Devices
- MINUTE ORDER #130/01: JUDGE BURROWS opened
the public hearing on the installation of the following traffic control devices, to-wit:
1) Install 55 mph speed limit on Luther Curtis Road from Pendleton-Troy Road to
Troy City Limits; 2) Install a stop sign on Shiloh Terrace at Water Works Road; 3)
Install a stop sign on Terrace Drive at Lakeview Drive, Lakeview Terrace Subdivision; 4)
Install a stop sign on Circle Drive at Lakeview Drive, Lakeview Terrace Subdivision; 5)
Install a stop sign on Bear Branch Road at Lakeview Drive, Lakeview Terrace Subdivision.
JUDGE BURROWS asked for public comment on such
installations; there being none, the public hearing was closed. After due
discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved all such installations.
- Agenda #2b - Preliminary approval of Northcliffe Phase VII Subdivision
- MINUTE ORDER #131/01: Engineer Macchi presented the matter of
approval of a preliminary plat for the Northcliffe Phase VII Subdivision. After due
discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
BROWN, the Court unanimously approved such preliminary plat.
- Agenda #2c - Personnel
- MINUTE ORDER #132/01: Upon motion of COMMISSIONER BROWN,
seconded by COMMISSIONER STEPHENSON, the Court
unanimously approved all employee status reports presented.
- Agenda #3 - Additional Appointment to Redistricting Committee
- MINUTE ORDER #133/01: JUDGE BURROWS presented
the matter of the addition of Edd Melton, Jr. of the Youngsport area to the Redistricting
Committee. He stated that though the Killeen area had representation on the Board
and the rural areas adjacent to Killeen were under represented, therefore, he recommended
the appointment of Mr. Melton. After due discussion upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved the appointment of Edd Melton, Jr., Precinct #4, to the
Citizens Advisory Committee for Redistricting.
- Agenda #4 - Insurance Consultant Services Contract
- MINUTE ORDER #134/01: JUDGE BURROWS presented
the matter of the acceptant of a proposal for providing insurance consultant services for
the rebidding of Bell County's Insurance. County Auditor Eakin and Assistant County
Auditor Williams reported to the Court their findings with reference to the recommedations
that all consultants had given. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved awarding the Consultant Services Contract to ABC Consulting at a fee
of $5,600.00. All according to a copy of such proposals attached hereto and made a
part of these minutes.
- Agenda #5 - Phone Line Request
- MINUTE ORDER #135/01: The matter of phone line request from Larry
Tinsley, Director of the Adult Probation Department was considered by the Court and after
due discussion, upon motion of COMMISSIONER SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved such
request. The same being attached hereto.
- Agenda #6 - Declaration of Bell County as Farm Disaster Area
- MINUTE ORDER #136/01: JUDGE BURROWS reported
to the Court that he had traveled to Austin on the 10th to seek state support for having
Bell County declared a Farm Disaster Area due to the recent rains that kept area farmers
from planting their spring crops which resulted in losses to the local farmers in both
time and money. After due discussion, upon motion of JUDGE BURROWS,
seconded by COMMISSIONER CORTESE, the Court unanimously ratified
and confirmed JUDGE BURROWS decision to declare the County a
Farm Disaster Area.
- Agenda #7 - Claims
- MINUTE ORDER #137/01: The County Auditor presented all claims for
the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the same being of
record in the office of the County Auditor.
There being no further business, the meeting was adjourned.
(The Court then met in workshop session with no action being taken
on any matter and the following
was discussed, to-wit: 1) County Thoroughfare Plan;
2) Pending Legislation; 3) Redistricting;
4) Facility Planning and
Design).
