AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 14th day of May, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #153/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of April 30, 2001. He asked if
there were any corrections of additions to the minutes; there being none,
the minutes were approved as submitted.
Agenda #2a - Authorizing Bidding
- MINUTE ORDER #154/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously authorized the County Engineer to advertise bids for the
following items, to-wit: Traffic striping paint and glass beads;
recycling of milled asphalt pavement into cold mix; and
overlaying materials for roads in precinct #1 and #2.
- Agenda #2b - Walnut Creek Estates Subdivision
- MINUTE ORDER #155/01: Upon motion of COMMISSIONER
STEPHENSON, seconded
by COMMISSIONER BROWN, the Court unanimously approved
the Walnut Creek Estates, Phase II Subdivision and ordered the same filed
for record.
- Agenda #2c - Personnel
- MINUTE ORDER #156/01: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously
approved all employee status report forms, the same being attached hereto
and made a part of these minutes.
- Agenda #3 - Mayor Bill Holmes Report
- MINUTE ORDER #157/01: The matter of a presentation
by Belton Mayor Bill Holmes concerning Bell County's participation in
Belton's 150th Birthday Celebration was delayed until a later day due to a
conflict that Mr. Holmes had.
- Agenda #4 - Juvenile Probation Report
- MINUTE ORDER #158/01: Mr. Earl Lloyd, Director of
Juvenile Probation gave a report about the activities of his
department. The same being attached hereto.
- Agenda #5 - Report concerning Electrical Aggregation Project
- MINUTE ORDER #159/01: COMMISSIONER
STEPHENSON, and MARK MEYERS,
Director of Buildings and Grounds, gave a report concerning the electrical
aggregation project with the Texas Conference of Urban Counties
Aggregation Project.
- Agenda #6 - County's Outside Audit
- MINUTE ORDER #160/01: The Court discussed with the
County Auditor the engagement letter for an outside audit for Fiscal Year
ending September 30, 2001, for all County Funds plus the following
offices: Adult Probation; Juvenile Probation; Narcotics Task Force
Funds; and BelNET. After due discussion, upon motion of COMMISSIONER
CORTESE,
seconded by COMMISSIONER STEPHENSON, the Court
unanimously authorized the County Judge to execute an Audit Engagement
Letter with the firm of Brockway, Gersbach & Niemeier of Temple to
perform the aforementioned audit of Bell County's Financial Records.
- Agenda #7 - Computer and Internet Policies
- MINUTE ORDER #161/01: The matter of consideration of
County Computer and Internet Policy being added as a part of the Policies
and Procedures Manual was delayed pending further study.
- Agenda #8 - Law Enforcement Memorial Proclamation
- MINUTE ORDER #162/01: JUDGE BURROWS presented
the matter of a proclamation declaring the week of May 15th as
"National Police Week." After due discussion, upon motion of
JUDGE BURROWS, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved such proclamation, the same being attached hereto and
made a part of these minutes.
- Agenda #9 - Claims
- MINUTE ORDER #163/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
SCHILLER,
seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then
went into workshop session in the Judge and Commissioners
Conference
Room
and the following items were discussed:
1) Pending legislation; 2) Redistricting; and
3) Facility planning and
design).
There being no further business, the meeting was adjourned.
