IN THE COMMISSIONERS COURT OF

MAY 21, 2001


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 21st day of May, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #164/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of May 14, 2001.  He asked if there were any corrections or additions; there being no corrections, the minutes were approved as submitted.



  2. Agenda #2a - Troy ISD Interlocal Agreement

    • MINUTE ORDER #165/01:   Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved an Interlocal Agreement with Troy ISD for the seal coating of a parking lot and the priming and seal coating of a fire lane at the new Troy School.  



  3. Agenda #2b - Personnel

    • MINUTE ORDER #166/01: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  4. Agenda #3 - Mayor Bill Holmes

    • MINUTE ORDER #167/01:  Mayor Bill Holmes of the City of Belton presented the Court with the light pole signs during Bell County 150th Celebration.  He also invited the Court to participate in the City of Belton's 150th Celebration.  



  5. Agenda #4 - National React Month Proclamation

    • MINUTE ORDER #168/01:  Upon motion of  JUDGE BURROWS, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved a proclamation designating May as National React Month in Bell County.  All according to a copy of the same attached hereto and made a part of these minutes.



  6. Agenda #5 - Meeting of Redistricting Committee

    • MINUTE ORDER #169/01:  JUDGE BURROWS announced the first meeting of the Bell County Redistricting Committee would be held at 9:30 a.m. on June 18, 2001.  He stated that Professor Guinn would give a review to the Committee about what their duties were on the Committee.



  7. Agenda #6 - County Computer and Internet Policy

    • MINUTE ORDER #170/01:  The Court discussed with Mr. Ned Roehrig, Director of Information Systems and Mr. Ron Huess, Director of Human Service, the County Computer and Internet Policy.  The Court took no action on the same pending further study.



  8. Agenda #8 - Treasurer's Report

    • MINUTE ORDER #171/01:  Mr. Charles Jones, County Treasurer, presented the Quarterly Treasurer's Report for the County.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such report.  Such report being of record in the Office of the County Clerk.

    • MINUTE ORDER #172/01:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor. 



      (The Court then recessed it's meeting until 11:30 a.m. and went into Workshop Session and the following items of business were discussed with no action being taken on any item:  1) Pending legislation;  2) Facility Planning;  3) Medical Insurance and Retirement issues;  4) Budget Hearing issues;  5) Budget issues for Communication Center.  It being 11:30 a.m., the following transpired.)




  9. Agenda #9 & #10 - Certificates of Obligation

    • MINUTE ORDER #173/01:  Mr. Gary Kimball, of First Southwest Company, Bell County Financial Consultant presented various financing options for Capital projects.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved a resolution Authorizing the Publication of Notice of Intention to issue Bell County, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2001, in an amount not to exceed $7,965,000.00.




                  (The Court then went into workshop session with the only item discussed being a report by
                   Gary Kimball on the creation of a road district.)



                    There being no further business, the meeting was adjourned.
