AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 11th day of June, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #186/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of June 4, 2001. He asked if
there were any corrections or additions to the minutes; there being none,
the minutes were approved as submitted.
Agenda #2a - Traffic Control Devices
- MINUTE ORDER #187/01: JUDGE BURROWS called
to order a public hearing to discuss the installation of various traffic
control devices. He asked if there were any public comments; there
being none, the public hearing was closed. Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the installation of the following traffic control
devices, to-wit: 1) Install a stop sign on Gooseneck Road at
Hackberry Road, south bound traffic only; 2) Install a stop sign on
Deer Creek Road at Big Elm East; and 3) Install a 30 mph speed limit
on Riverside Trail.
Agenda #2b - Salado Prairies Subdivision
- MINUTE ORDER #188/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the final plat of Salado Prairies Subdivision and
ordered the same filed for record.
Agenda #2c - Blackberry Estates Subdivision
- MINUTE ORDER #189/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the Court
unanimously approved the final plat of the Blackberry Estates Subdivision
and ordered the same filed for record.
- Agenda #2d - Personnel
- MINUTE ORDER #190/01: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
a part of these minutes.
- Agenda #3 - Judge James Russell Presentation
- MINUTE ORDER #191/01: Mr. Ralph Gower, representing
Senator Troy Fraser made a presentation to the JUDGE JAMES RUSSELL family
of the Senate Resolution passed in honor of Judge Russell.
- Agenda #4 - Bell County Investment Policy
- MINUTE ORDER #192/01: Mr. Charles Jones, County
Treasurer, appeared before the Court to discuss and review Bell County's
Investment Policy. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved
the County's updated Investment Policy dated June 11, 2001. All
according to a copy of the same attached hereto and made
a part of these minutes for all purposes.
- Agenda #5 - Grant Application for WCID #6
- MINUTE ORDER #193/01: No action was taken on the
infrastructure grant application of WCID #6 from Heidenheimer.
- Agenda #6 - update of MH/MR Issues by Director
- MINUTE ORDER #194/01: Mr. Eldon Tietje, MH/MR
Director, appeared before the Court to give them an update on mental
health issues addressed by the Texas Legislature and discussed the MH/MR
budget issues.
- Agenda #7 - Employment of Architects for various County Projects
- MINUTE ORDER #195/01: The Court discussed the matter
of the employment of architects for the following projects, to-wit:
JJAEP Educational Building; Potts Building; and Guffey Building; after due
discussion, upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
authorizing JUDGE BURROWS to negotiate, on behalf of Bell
County, with Charles Voelter for Architectural
Services for the JJAEP Educational Building and to negotiate, on behalf of
Bell County, with Tonya Mikeska for architectural services
for the Potts and Guffey buildings.
- Agenda #9 - Claims
- MINUTE ORDER #196/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same being of record in the office of the
County Auditor.
(The Court recessed their meeting and went into Workshop Session and
discussed the following items with no action being taken on any item,
to-wit: 1) Subdivision plat requirements; 2) Legislative
Update; 3) Redistricting; 4) Facility planning, etc; 5)
Presentation to financial rating agencies; 6) County insurance and
retirement plan issues; 7) Roads and engineering issues.)
(The Court reconvened its meeting on June 12, 2001 and with all members
aforementioned present in open Court, the following transpired)
- Agenda #8 - Budget Requests
- MINUTE ORDER #197/01: Budget requests were heard
from the following departments, to-wit: 1) Mark Meyers - Director of
Buildings and Grounds; 2) Richard Macchi, County Engineer; 3)
Edd Melton, Constable, Precinct #4; 4) G.W. Ivey, Justice of the
Peace, Precinct #3, Place #2; and 5) Dan Smith, Sheriff.
(The Court recessed its meeting until 8:30 a.m., June 14, 2001, and
with all members aforementioned including the County Clerk, the following
transpired.)
- Agenda #8 - Budget Requests
- MINUTE ORDER #198/01: Budget requests were heard from
the following Departments, to-wit: 1) Henry Garza, District Attorney
and 2) Earl Lloyd, Juvenile Probation Department.
There being no further business, the meeting was adjourned.
