met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #199/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of June 11, 2001. He asked if
there were any corrections or additions, there being no corrections, the
minutes were approved as submitted.
Agenda #2a - Awarding of Bids
- MINUTE ORDER #200/01: The County Engineer
presented his memo concerning his recommendations for certain materials
for the Road and Bridge Department. Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved accepting the recommendations of the County Engineer
for the awarding of bids for stripping paint and beads; recycling of
asphalt millings; and hot mix overlay of various County Roads. All
according to a copy of such recommendation attached hereto and made a part
of these minutes.
- Agenda #2b - Vasicek Subdivision
- MINUTE ORDER #201/01: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved
the final plat of Vasicek Subdivision and ordered the same filed for
record.
- Agenda #2c - Annual Work Plan
- MINUTE ORDER #202/01: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved
the annual work plan for 2001-02 for the Road and Bridge Department.
All according to a copy of the same attached hereto and made a part of
these minutes.

- MINUTE ORDER #203/01: Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all employee status report
forms, the same being attached hereto and made a part of these minutes.
- Agenda #3 - 911 Addressing
- MINUTE ORDER #204/01: Mr. Jim Reed of Central Texas
Council of Governments gave a report concerning 911 addressing, the same
being attached hereto.
- Agenda #4 - Health Facilities Resolution
- MINUTE ORDER #205/01: JUDGE BURROWS presented
a resolution regarding Section 147(F) approval of Highlands County Health
Facilities authority Revenue Bonds (Adventist Health System/Sunbelt
and Orange County Health Facilities Authority Revenue Bonds [Adventist
Health System/Sunbelt]). After due discussion, upon
motion of JUDGE BURROWS, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved such resolution, the
same being attached hereto and made a part of these minutes.
- Agenda #5 - Fax Line Request
- MINUTE ORDER #206/01: The request of the Juvenile
Probation Office for an additional telephone fax line was presented and
after due discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER
BROWN, the Court unanimously approved such request.
- Agenda #6 - Claims
- MINUTE ORDER #207/01: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same ON record in the office of the
County Auditor.
It being 9:30 a.m., the Court met with all members of the County's
Redistricting Committee (except Fred Chinn) present in open Court.
- Agenda #7 - Redistricting Committee
- MINUTE ORDER #208/01: Professor David Guinn and JUDGE
BURROWS presented the Committee with the rules and regulations
concerning redistrict and asked all questions pertaining to
redistricting. Maps of proposed plans were presented. After
presentation, the Committee asked that they be given copies of the
proposed maps so that they could study the same. Professor Guinn
explained that there would be other public meetings to present the various
plans and that he invited input from the Committee and any citizen.
(The Court then recessed its meeting until one p.m. at which time with
all members aforesaid present in open Court the following transpired)
- Agenda #8 - Budget Hearings
- MINUTE ORDER #209/01: The following individuals
appeared before the Court to present budget requests for their
departments, to-wit: Stephanie Turnham, Bell County Museum; Charles Jones,
County Treasurer; Judge Garland Potvin, Justice of the Peace, Precinct #4,
Place #1; Judge Eddy Lange, Justice of the Peace, Precinct #3, Place #1;
Judge Don Svadlenak, Justice of the Peace, Precinct #2; Judy Morales and
Rita Kelley, Temple and Killeen Help Centers, and Danny Johnson, Personal
Bond.
(The Court then recessed its meeting until 8:30 a.m., June 20, 2001, at
which time with all members aforementioned in open Court the following
transpired.)
- MINUTE ORDER #210/01: The following individuals
appeared before the Court to present budget request for their departments,
to-wit: Mr. Ned Roehrig, Information Systems; Sheila Norman,
District Clerk; Vada Sutton, County Clerk; Luis Cortez, Constable,
Precinct #1.
(The Court then recessed its meeting until 1:30 p.m. and with all
members aforementioned present in open Court the following transpired.)
- MINUTE ORDER #211/01: Budget hearings continued with
Judge Ted Duffield, Justice of the Peace, Precinct #1; Mr. John Durham,
Fire Marshal; and Ron Heuss, Human Services Director.
(The Court met on June 28, 2001 at 1:30 p.m. in workshop session to
continue their budget hearings and the following transpired.)
- MINUTE ORDER #212/01: Budget hearings continue with
Sharon Long, Tax Assessor-Collector and Tim Stephens, Expo Center making
their presentations.
There being no further business, the meeting was
adjourned.
