met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #213/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of June 18, 20, & 28, 2001. He asked if
there were any corrections or additions, there being no corrections, the
minutes were approved as submitted.
Agenda #2a - Interlocal Agreement with City of
Holland
- MINUTE ORDER #214/01: The County Engineer
presented the matter of an interlocal agreement with the City of Holland
for the seal coating of approximately 0.35 miles of City Streets.
After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously authorized JUDGE BURROWS to execute the
aforementioned interlocal agreement on behalf of Bell County.
- Agenda #2b - Awarding bid on Acres Road Bridge
- MINUTE ORDER #215/01: The County Engineer presented
the three bids received for the removal and salvage of the wooden bridge
on Acres Road in Precinct #3 and recommended the awarding of such bid to
Barry Williams in the amount of $2500.00. Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER CORTESE, the Court unanimously
awarded such bid to Mr. Barry Williams in the amount of $2500.00.
- Agenda #2c - Authorize Bidding for Fencing
- MINUTE ORDER #216/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved
authorizing the County Engineer to advertise for bids for fencing of the
right of way on Wood Road in Precinct #2 with such funds to be paid from
Precinct #2 Maintenance Funds.
- Agenda #2d - Equivalent Match Programs for Bridges
- MINUTE ORDER #217/01: The County Engineer presented
a report of Off-System Bridge Program - Equivalent Match Program for the
Sunshine/Strasburger Bridge and Backstrum Crossing Bridge. After due
discussion, upon
motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE, the Court unanimously approved the match plan presented
by the County Engineer, the same being attached hereto and made a part of
these minutes.

- MINUTE ORDER #218/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the final plat for Brewer's Acres Subdivision and
ordered the same filed for record.
- Agenda #2f - Ridgewood of Salado Subdivision
- MINUTE ORDER #219/01: Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved the final plat for
Ridgewood of Salado and ordered the same filed for record.
- Agenda #2g - Personnel
- MINUTE ORDER #220/01: Upon
motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER
BROWN, the Court unanimously approved all employee status report
forms, the same being attached hereto and made a part of these minutes.
- Agenda #3 & 4 - Jail Reports
- MINUTE ORDER #221/01: Sheriff Smith presented
the report of the recent inspection done by the Texas Commission on Jail
Standards wherein Bell County passed (a copy of such report being attached
hereto). Further, JUDGE BURROWS recognized Major
Patterson upon his election as 3rd Vice President of the American
Jail Association.
- Agenda #5 - Financial Ratings Increase
- MINUTE ORDER #222/01: JUDGE BURROWS gave
a report about the recent bond rating trip that JUDGE BURROWS,
COMMISSIONER BROWN, COUNTY TREASURER JONES, and COUNTY
AUDITOR EAKIN, made to appear before Moody's Investment Services
and Standard & Poor's. He reported that Bell County's rating
jumped from A-1 to AA-3 which means a savings of some $175,000 on the
proposed issuance of bonds.
- Agenda #6 - Amendments to By-Laws of Texas CUC Aggregation Project,
Inc.
- MINUTE ORDER #223/01: JUDGE BURROWS presented
the nonsubstantive administrative amendments to the By-Laws of Texas CUC
Aggregation Project, Inc. After due discussion, upon motion of JUDGE
BURROWS, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved
such nonsubstantive changes. The same being attached hereto.
- Agenda #7 & 8 - Agreements with City of Temple
- MINUTE ORDER #224/01: The matters of renewal of the
lease with the City of Temple for the Bell County Help Center and the
Interlocal Agreement with the City of Temple concerning housing of the
Temple Prisoners in the Bell County Jail was tabled pending further study.
- Agenda #9 - Claims
- MINUTE ORDER #225/01: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved all such claims.
All according to a copy of the same on record in the office of the
County Auditor.
There being no further business, the meeting was adjourned.
