AFTER proper posting of public notice, a copy of which is attached hereto, on this the 9th day of July, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #226/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of July 2, 2001.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Eagle Rock Ranch Subdivision

    • MINUTE ORDER #227/01:   The County Engineer presented the matter of preliminary plat approval for the Eagle Rock Ranch Subdivision.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved such preliminary plat.  



  3. Agenda #2b - Personnel

    • MINUTE ORDER #228/01: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  4. Agenda #3 - Infrastructure Grant Application for Heidenheimer

    • MINUTE ORDER #229/01:  (Commissioner Brown excused himself from discussion and voting due to a conflict of interest because of his service on the COG Board that reviews grants that are submitted.)  Mr. Steve Kerbow of Kerbow and Associates; Mr. Bigham and Dwayne Nichols, all representing WCID #5 of Heidenheimer appeared before the Court to request the Court to sponsor an infrastructure grant application for such District.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously (with Commissioner Brown Abstaining) approved such grant application for the WCID #5 District.  



  5. Agenda #4 - Sale of Surplus Real Estate - Nolanville

    • MINUTE ORDER #230/01:  JUDGE BURROWS presented the matter of the sale of surplus property being described as Lot 11, block 2 of the Tree Line Acres Subdivision, Nolanville, Texas, being filed in Cabinet A, slide 159d of the Plat Records of Bell County, Texas.  Such property having been obtained by Bell County through a foreclosure of a bail bondsman's failure to pay judgment nisis, such document being recorded in Vol. 2044 at page 338, Official Public Records of Land Records of Bell County, Texas.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court, in accordance with Section 263.007 of the Local Government Code unanimously authorized the sale of such lot through a sealed-bid procedure; authorized the County Auditor to cause to be published in a newspaper of general circulation the fact that such property is being sold and include a description of such real property; include a description of the procedure by which sealed bids may be submitted; and accepted the appraised value of the property as being that provided by the Bell County Appraisal District; and determined such appraised value will be a minimum bid amount.  




  6. Agenda #5 - Voting Machine Purchase

    • MINUTE ORDER #231/01:  The Court discussed the matter of the acquisition of ten additional AVM Voting Machines.  Such machines being necessary due to redistricting that will require the splitting of voting precincts.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute a voting machine contract with Voting Machine Service Center Inc. and Election Rental Division of Gerry, New York for ten reconditioned AVM machines at a cost of $2,495.00 each.  All according to such contract attached hereto and made a part of these minutes.




  7. Agenda #6 - Claims

    • MINUTE ORDER #232/01:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.




               There being no further business, the meeting was adjourned.
