AFTER proper posting of public notice, a copy of which is attached hereto, on this the 16th day of July, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #233/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of July 9, 2001.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - Public Hearing on Traffic Control Devices

    • MINUTE ORDER #234/01:   JUDGE BURROWS opened the public hearing on the installation of a 40 mph speed limit on Boutwell Drive from the Temple City Limits to Forrester Road.  He asked if there were any  public comments.  Mr. Russell Williams questioned the reason for a speed limit at all.  It was explained that if one was not posted that it was, under State Law, automatically a 60 mph speed limit.  There being no further comments, JUDGE BURROWS closed the meeting and thereafter, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the such 40 mph speed limit.



  3. Agenda #2b - Nolanville Interlocal Agreement

    • MINUTE ORDER #235/01:   The County Engineer presented the matter of an interlocal agreement with the City of Nolanville for the seal coating of approximately 1.54 miles of Nolanville City Streets and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute an interlocal agreement with the City of Nolanville for the seal coating of approximately 1.54 miles of Nolanville City Streets, all according to a copy of such agreement attached hereto and made a part of these minutes.



  4. Agenda #2c - Salado Interlocal Agreement

    • MINUTE ORDER #236/01:   The County Engineer presented the matter of an interlocal agreement with the Village of Salado for the seal coating of approximately 1.36 miles of City Streets.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Judge to execute an interlocal agreement with the Village of Salado for the seal coating of approximately 1.36 miles of Village Streets, all according to a copy of such agreement attached hereto and made a part of these minutes.



  5. Agenda #2d - Holland ISD Parking Lot

    • MINUTE ORDER #237/01:   The County Engineer presented the matter of an interlocal agreement with Holland ISD for the seal coating of approximately 26,300 square feet of School Parking Lot.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute an interlocal agreement with     Holland ISD for the seal coating of approximately 26,300 square feet of School Parking Lot, all according to a copy of such agreement attached hereto and made a part of these minutes.



  6. Agenda #2e - Hillside Estates Phase 3 Subdivision

    • MINUTE ORDER #238/01:   The County Engineer presented the matter of the final plat for Hillside Estates Phase III Subdivision.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved such final plat and ordered the same filed for record.



  7. Agenda #2f - Sunshine/Strasburger Bridge

    • MINUTE ORDER #239/01:   The County Engineer presented the matter of a resolution with respect to the off-system bridge replacement program, equivalent match program for the Sunshine/Strasburger Bridge over the Little River.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved such resolution , all according to a copy of the same attached hereto and made a part of these minutes.



  8. Agenda #2g - Backstrum Crossing Bridge

    • MINUTE ORDER #240/01:   The County Engineer presented the matter of a resolution with respect to the off-system bridge replacement program, equivalent match program for the Backstrum Cross Bridge over South Nolan Creek.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved such resolution, all according to a copy of the same attached hereto and made a part of these minutes. 



  9. Agenda #2h - Personnel

    • MINUTE ORDER #241/01: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status reports, the same being attached hereto.



  10. Agenda #3 - First Southwest Company Financial Contract

    • MINUTE ORDER #242/01:  Mr. Gary Kimble of First Southwest Company appeared before the Court to present his Company's Contract for Financial Services to Bell County.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized JUDGE BURROWS to execute such contract on behalf of Bell County.  All according to a copy of such contract attached hereto and made a part of these minutes.    



  11. Agenda #4 - Order Concerning Bond Issue

    • MINUTE ORDER #243/01:  JUDGE BURROWS presented the matter of the adoption of an Order authorizing the issuance of $7,925,000 Bell County, Texas, Combination Tax and Revenue Certificates of Obligation; a letter of representations with the Depository Trust Company, and a Paying Agent Registrar Agreement; and ordaining other matters relating to the issuance of such Certificates.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously authorized JUDGE BURROWS to execute such resolution and bond purchase agreement on behalf of Bell County.  All according to a copy of such documents attached hereto and made a part of these minutes for all purposes.



  12. Agenda #5 - Claims

    • MINUTE ORDER #244/01:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



             There being no further business, the meeting was adjourned.
