AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 23rd day of July, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #245/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of July 16, 2001. He asked if
there were any corrections or additions to the minutes; there being none,
the minutes were approved as submitted.
Agenda #2 - Personnel
- MINUTE ORDER #246/01: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
all employee status report forms, the same being attached hereto.
- Agenda #3 - Tem-Tex Investments, Ltd Tax Abatement Agreements
- MINUTE ORDER #247/01: JUDGE BURROWS
presented the request of the City of Temple for approval of a
resolution for Tax Abatement Agreements for Tem-Texas Investments,
Ltd. for a restaurant located at 14 South 2nd Street, Temple and an office
building located at 14 through 20 East Avenue A, City of Temple, and after
due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE, the Court unanimously approved a resolution authorizing JUDGE BURROWS to
sign such Tax Abatement Agreements above referred to on behalf of Bell
County. All according to such resolutions attached hereto and made a
part of these minutes.
- Agenda #4 - Burn Ban
- MINUTE ORDER #248/01: Fire Marshal John Durham
appeared before the Court to request that Bell County approve an
Order Prohibiting Outdoor Burning in the County, according to the Texas
Forestry Services Report. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously
approved such burn ban, effective July 24, 2001, all according to a copy of such
Order attached hereto and made
a part of these minutes for all purposes.
- Agenda #5 - Construction Management Services Proposals
- MINUTE ORDER #249/01: JUDGE BURROWS presented
the matter of seeking proposals for a Construction Management Service for
the various County buildings projects and after due discussion, upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously
approved authorizing the requesting of proposals for a Construction
Management Service.
- Agenda #6 - Claims
- MINUTE ORDER #250/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into
workshop session in the Conference Room and the only subjects
discussed with no action being taken
were: 1) Bell County Thoroughfare Plan; 2) Newly
passed
legislation; 3) State and County
Redistricting; 4) Facilities Planning; 5) Budget
Issues; 6)
Road and Bridge Issues; and 7) Maintenance
Issues.
There being no further business, the meeting was adjourned.
