AFTER proper posting of public notice, a copy of which is attached hereto, on this the 6th day of August, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #258/01: It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of July 23, 2001.  He asked if there were any corrections or additions to the minutes;  there being none, the minutes were approved as submitted.  The presentation of the minutes of July 30, 2001, was waived at the present time. 



  2. Agenda #2a - Amber Rene Drive

    • MINUTE ORDER #259/01: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the adding of the construction and paving of Amber Rene Drive, Sherwood Shores VI to the annual work plan. 



  3. Agenda #2b - Windy Hill Ranch Subdivision

    • MINUTE ORDER #260/01: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Windy Hill Ranch Subdivision and ordered the same filed for record.  



  4. Agenda #2c - Personnel

    • MINUTE ORDER #261/01: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  5. Agenda #3 - Report Concerning Killeen Joint Use Airport

    • MINUTE ORDER #262/01:  Mr. Don Christian, Director of Aviation for the City of Killeen gave an extensive report to the Court concerning the progress of the Killeen Joint Use Airport.      



  6. Agenda #4 - Tax Rate Calculations

    • MINUTE ORDER #263/01:  JUDGE BURROWS presented the matter of a new bill under HB 1468 creating Section 26.03 of the Tax Code which involves Tax Increment Zones in the calculation of the County's Tax Rate for the 2001 tax year.  After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved a resolution to apply Section 26.03 of the Tax Code under HB 1468 to calculate Bell County's Tax Rate beginning with the 2001 tax year.  All according to a copy of such resolution attached hereto and made a part of these minutes.      



  7. Agenda #5 - Sale of Lots in Nolanville

    • MINUTE ORDER #264/01:  Assistant County Auditor Russell Williams presented a report of the bids received for the purchase of two lots in Nolanville acquired by Bell County in a foreclosure sale from Robert A. McClinton due to his failure to pay judgment nisis to Bell County.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized JUDGE BURROWS to execute a deed of conveyance to RICHARD NOTEBOOM, et ux ILONKA NOTEBOOM, of Nolanville, Texas, the high bidder for such lots, being known as Lots 11 and 12 in Block 2 of Treeline Acres Addition to the City of Nolanville, Bell County, Texas according to dedication of record in volume 793, page 145, deed records of Bell County, Texas, being the same property conveyed to ROBERT A. McCLINTON, et ux GAY N. McCLINTON and deeded to Bell County by Deed of Trust executed the 21st day of January, 1982, and recorded in volume 2044, at page 338, Deed of Trust Records of Bell County, Texas.  Such bid being in the amount of $4000.00 per lot.      



  8. Agenda #6 - Claims

    • MINUTE ORDER #265/01:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.

             

            (The Court then recessed its meeting and went into Workshop session where the following items were 
            discussed, but no actions taken thereon, to-wit:  1) Bell County Thoroughfare Plan;  2) North Noland 
            Estates vacated lots;  3) Flu immunization program;  4) Newly passed legislation;  5) State and 
            County Redistricting;  6) Budget Issues;  7) Road and Bridge Items.  With all members of said Court
             present in open Court at 11 a.m., the following transpired.)



    • MINUTE ORDER #266/01:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the advertising for bids for the cutting and baling of grass on the County's Landfill property.



            There being no further business, the meeting was adjourned.
