met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #267/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of July 30, and August 6, 2001. He asked if there were any corrections or
additions to the minutes; there being none, the minutes were
approved as submitted.
Agenda #2a - Letter of Credit for Mill Creek
Springs Phase II
- MINUTE ORDER #268/01: The County Engineer presented
the matter of the acceptance of a Warranty Letter of Credit #302 from
First State Bank Central Texas, in the amount of $8,500.00 and returning
performance Letter of Credit numbers 271 and 298 for Mill Creek Springs
Phase II. After due discussion, upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously
approved such acceptance.
Agenda #2b - Advertise for Bids for New Fuel Pumps
- MINUTE ORDER #269/01: The County Engineer presented
the matter of authority to advertise for bids for new fuel pumps for the
Road and Bridge Yard. After due discussion, upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously
authorized such bidding.
Agenda #2c - Amending of Plat for Lots 20 and 21 -
River Ridge Ranch Subdivision
- MINUTE ORDER #270/01: The County Engineer presented
the matter of approving the amending of Subdivision Plat for Lots 20 and
21 of the River Ridge Ranch, Section I and after due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
such amendment and ordered the same filed by record.
- Agenda #2d - Hidden Springs, Section I Subdivision Plat
- MINUTE ORDER #271/01: The County Engineer presented
the matter of final approval of the plat for Hidden Springs, Section One
Subdivision and after due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved such final plat and ordered the same filed for
record.
- Agenda #3 - Certificate of Appreciation for JOE LYNN WHITLOW,
deceased
- MINUTE ORDER #272/01: COMMISSIONER SCHILLER and
JUDGE BURROWS made a presentation of a Certificate of Appreciation
to the family of the late JOE LYNN WHITLOW. Mr.
Whitlow had, for 35 years, been a Volunteer Fireman, last serving as
Assistant Chief of the Troy-Oenaville-Belfalls-Bottoms Volunteer Fire
Department.
- Agenda #2e - Personnel
- MINUTE ORDER #273/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
- Agenda #4 - Lease for North Annex
- MINUTE ORDER #274/01: JUDGE BURROWS presented
the matter of renewal of the lease for 4,165 square feet at the Bell
County North Annex for use by the USDA Farm Service Agency. After
due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
STEPHENSON, the Court
unanimously authorized JUDGE BURROWS to execute on behalf of
Bell County, Texas, a 5 year lease for the USDA Farm Service Agency, all
according to a copy of the same attached hereto and made a part of these
minutes for all purposes.
- Agenda #5 - Health Insurance Report
- MINUTE ORDER #275/01: MR. RON HEUSS, Human
Service Director, appeared before the Court to give a report of the recent
findings during the study by a County Employee Committee and the
Consultants Report (a copy being attached), and after due discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by
COMMISSIONER BROWN, the Court
unanimously approved Option #4 of such report which requires a $20.00
co-pay and only requires a doctor's certificate of illness after absence
of 3 days.
- Agenda #6 - Claims
- MINUTE ORDER #232/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into Workshop session
in the conference room and the only items discusse
without any action being taken were: 1)
Demonstration of new voting machine equipment now
being marketed by Hart Graphics
& Dell Computer; 2) Application process for Brown Field Site
Assessments; 3) Subdivision
rules clarification on proposed land division; 4) New passed
legislation; 5) State and
County Redistricting; 6) Facility planning, architects, design, and
financing; 7) Budget
Issues; 8) Road and Bridge Department Issues; 9) Maintenance
Issues.
There being no further business, the meeting was adjourned.
