AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 20th day of August, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #233/01: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of August 13, 2001. He asked if there were any corrections or
additions, there being no corrections, the minutes were
approved as submitted.
Agenda #2a - Traffic Control Devices
- MINUTE ORDER #234/01: JUDGE BURROWS opened
the public hearing to consider approval for the installation of the
following traffic control devices: 1) Install a 30 mph speed limit
on Bottoms East, from IH 35 to Bigham Road; 2) Install a 30 mph
speed limit on Quail Run, Pecan Creek Subdivision; 3) Install a
YIELD sign on Donahoe Road at Vilas Road (north-bound traffic). JUDGE
BURROWS asked for public comment on the same. There being
none, the public hearing was closed. After due discussion, upon
motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously
approved the installation of such traffic control devices.
Agenda #2b - Personnel
- MINUTE ORDER #235/01: Upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously
approved all employee status report forms, the same being attached hereto.
Agenda #3 - New Garrison Commander
- MINUTE ORDER #236/01: JUDGE BURROWS introduced
and welcomed Colonel William Perry, new Garrison Commander at Fort Hood,
Texas.
- Agenda #4 - Burn Ban
- MINUTE ORDER #237/01: Mr. John Durham, County Fire
Marshal presented the matter of the continuation of the burn ban in Bell
County. Mr. Durham reported that the Texas Forestry Service
recommended that the burn ban be continued in Bell County. After due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved such continuation for thirty more days.
- Agenda #5 - Interlocal Contract with CTCOG
- MINUTE ORDER #238/01: Mr. Jim Reed, of the Planning
Division of CTCOG, appeared before the Court to discuss the renewal of the
Interlocal Contract with CTCOG for PSAP Maintenance, Equipment Upgrade and
Training. After due discussion, upon motion of COMMISSIONER
BROWN seconded by, COMMISSIONER SCHILLER, the
Court unanimously authorized JUDGE BURROWS to execute
such Interlocal Contract on behalf of Bell County, Texas. All
according to a copy of the same attached hereto and made a part of these
minutes.
- Agenda #6 - Amendment to Communications System Agreement
- MINUTE ORDER #239/01: JUDGE BURROWS presented
the matter of the Amendment to the Communications System Agreement
regarding the time period for a Notice of Termination by any government
entity. Upon motion of JUDGE BURROWS, seconded by COMMISSIONER CORTESE, the Court
unanimously authorized JUDGE BURROWS to execute such
Agreement on behalf of Bell County. All according to a copy of such
Agreement attached hereto and made a part of these minutes.
- Agenda #7 - Interlocal Agreement with Kerr County
- MINUTE ORDER #240/01: JUDGE BURROWS presented
the Interlocal Agreement with Kerr County for Mental Health, Mental
Retardation and Chemical Dependency Hearings and Psychoactive Medication
Hearings at Kerrville State Hospital. After
due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved authorizing JUDGE BURROWS to execute
such Interlocal Agreement on behalf of
Bell County, the same being attached hereto and made a part of these
minutes.
- Agenda #8 - Lease of Priest Drive Property
- MINUTE ORDER #241/01: JUDGE BURROWS presented
the matter of the renewal of lease property at 307 Priest Drive, adjacent
to the Killeen Annex in Killeen, Texas, for use by the Adult Probation
Office Space at $1400.00 per month. Upon
motion of COMMISSIONER BROWN, seconded by
COMMISSIONER SCHILLER, the Court
unanimously authorized JUDGE BURROWS to execute the renewal
of lease for such property on behalf of Bell County, all according to a
copy of the same attached hereto and made a part of these minutes.
- Agenda #9 - Off-System Bridge Replacement And Rehabilitation Program
- MINUTE ORDER #242/01: The County Engineer presented
the matter of the County's participation regarding the 2003 Tentative UTP
Off-System Bridge Replacement and Rehabilitation Program with TxDOT.
The County Engineer was instructed to decline participation. A copy
of such letter attached hereto and made a part of these minutes.
- Agenda #10 - Resolution concerning FM 93
- MINUTE ORDER #243/01: The matter of a resolution of
support for TxDOT's proposed plans for FM 93 was presented and after due
discussion, upon
motion of COMMISSIONER CORTESE, seconded by
COMMISSIONER SCHILLER, the Court
unanimously approved such resolution, all according to a copy of the same
attached hereto and made a part of these minutes.
- Agenda #11- Interlocal Agreement for Drug Task Force
- MINUTE ORDER #244/01: JUDGE BURROWS presented
the matter of an Interlocal Agreement regarding the Drug Task Force
participation. After due discussion, upon
motion of COMMISSIONER BROWN, seconded by
COMMISSIONER STEPHENSON, the Court
unanimously authorized JUDGE BURROWS to execute such
Interlocal Agreement on behalf of Bell County, Texas. All according to a
copy of such Interlocal Agreement attached hereto and made a part of these minutes.
- Agenda #12 - MOU with Local School Districts
- MINUTE ORDER #245/01: Mr. Earl Lloyd, Director of
the Juvenile Probation Department presented
the matter of the annual Memorandum of Understanding with local school
districts regarding operation, use and administration of the Bell County
Juvenile Justice Alternative Education Program. After due
discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by
COMMISSIONER BROWN, the Court
unanimously approved such Memorandum, all according to a copy of the same
attached hereto.
- Agenda #13 - MOU with Killeen ISD
- MINUTE ORDER #246/01: The Court consider the annual
Memorandum of Understanding with the Killeen ISD regarding educational
services at the Bell County Juvenile Detention Center, and after due
discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by
COMMISSIONER SCHILLER, the Court
unanimously approved such MOU with the Killeen ISD, the same being
attached hereto.
- Agenda #14
- MINUTE ORDER #247/01: No action was taken on the
revision to the JJAEP Student Code of Conduct and Policy Manual.
- Agenda #15 - Public Hearing on FY 2001-02 Bell County Budget
- MINUTE ORDER #248/01: JUDGE BURROWS presented
the FY 2001-02 budget for Bell County (A copy of the same attached
hereto). After presentation he opened a public hearing on the same
and there being no public comment such public hearing was closed. He
announced that the Court would take action on the approval of the budget
and setting the tax rate to cover the same on Monday, August 27, 2001.
- Agenda #16 - Claims
- MINUTE ORDER #249/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into Workshop session
in the conference room to discuss the following, with no
action being taken on the same, to-wit: 1) Heard a report from the
Collection Attorneys on the
results of collection for past due Justice Court Fines and Fees; 2) Heard
a report from insurance
consultants on bids for Property and General Liability Insurance; and 3)
New Legislation and TAC
Post-Legislative Conference.)
