SEPTEMBER 17, 2001


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of September, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Resolution concerning Terrorist Actions of September 11, 2001

    • MINUTE ORDER #293/01: JUDGE BURROWS presented a resolution condemning the terrorist actions of September 11th; supporting the actions of the President, and encouraging residents to support relief efforts by giving blood.  After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved such resolution, all according to a copy of the same attached hereto and made a part of these minutes.   



  2. Agenda #2 - Chaplain Ellis

    • MINUTE ORDER #294/01: Chaplain Harold Ellis of the JAIL Ministry led the opening prayer for our Nation and for the families of those killed or injured in the Terrorist Actions of September 11, 2001.   



  3. Agenda #3 - Minutes

    • MINUTE ORDER #295/01: JUDGE BURROWS called to the Courts attention the fact that they had previously received copies of the minutes of September10, 2001.  He asked if there were any corrections or additions,  there being no corrections, the minutes were approved as submitted.   



  4. Agenda #4a - Rehbein Subdivision

    • MINUTE ORDER #296/01:  The County Engineer presented the final plat for Rehbein Subdivision and reported that the City of Temple chose not to make a decision not to review the plat although the subdivision was in the ETJ of Temple.  The Engineer recommended the approval of the subdivision.  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved such Subdivision and ordered the same filed for record.   



  5. Agenda #4b - Rescinding of the vacating of North Nolan Estates

    • MINUTE ORDER #297/01:  JUDGE BURROWS opened the public hearing on the canceling of Minute Order #296/83, dated September 12, 1983, regarding the vacating of Lots 31-51 of North Nolan Estates.  He asked if there were any public comments.  There being none, the public hearing was closed.  After due discussion, upon motion of COMMISSIONER CORTESE seconded by,  COMMISSIONER BROWN, the Court unanimously approved rescinding Minute #296/83, dated September 12, 1983.        



  6. Agenda #4c - Personnel

    • MINUTE ORDER #298/01:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.         



  7. Agenda #5 - Audit Report of Central Texas Narcotics Task Force

    • MINUTE ORDER #299/01:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved the audited report on the proceeds of Criminal Asset Forfeitures by Central Texas Narcotics Task Force, the same being attached hereto.         



  8. Agenda #6 - Construction Manager for Potts and Guffey Buildings

    • MINUTE ORDER #300/01:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the awarding of the Construction Manager contract of Baird and Williams and authorized JUDGE BURROWS to negotiate such contract on behalf of Bell County.         



  9. Agenda #7 - Environmental Waste Turn-In Project with City of Temple

    • MINUTE ORDER #301/01:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the County's participation in the environmental waste turn-in project with the City of Temple and approved the expenditure of up to $4500.00 for such project.        



  10. Agenda #8 - Public Hearing date for Redistricting Plan

    • MINUTE ORDER #302/01:  JUDGE BURROWS announced that the Court would hold a public hearing for discussion of the Redistrict Plan in Belton at 6 p.m. today in the Commissioners Courtroom and would hold another hearing at 7:30 p.m. in the Killeen City Hall in Killeen.        



  11. Agenda #9 - Redistricting Discussion

    • MINUTE ORDER #303/01:  JUDGE BURROWS presented the several redistricting plans to those present and discussed the same.        

         

  12. Agenda #10 - Claims

    • MINUTE ORDER #304/01:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.

       

                (The Court then went into WORKSHOP SESSION and the following items were discussed with no
                 action
being taken, to-wit: 
1) Computer use policy;  2) Redistricting; 3) New Legislation;  
                4) Engineering Department Issues;  5) Subdivision issues;  6) Facility planning, architects, 
                construction, design and bid issues;  and 7) Maintenance Issues.



               
There being no further business, the meeting was adjourned.
