IN THE COMMISSIONERS COURT OF

BELL COUNTY, TEXAS

OCTOBER  15, 2001


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of October, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #339/01:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 9, 2001.  He asked if there were any corrections or additions to the minutes;  there being none, the minutes were approved as submitted.   



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #340/01:  JUDGE BURROWS  opened a public hearing to consider approval of the following traffic control devices, to-wit:  1) Install a  50 mph speed limit on Warriors Path;  2) Install a 45 mph speed limit on Oscar School Road Oscar Lane to 1.1 mi east;  3) Install a 55 mph speed limit on Oscar School Road, from Seaton South to 2 mi West; 4) Install a YIELD sign on Dandelion Road at Arrowhead Point Road; and 5) Install a 45 mph speed limit on Sparta Road from FM 439 to 0.25 mi south.  He asked if there were any public comments on such installation; there being none, the public hearing was closed and after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such installation.      



  3. Agenda #2b - Satch Addition Extension

    • MINUTE ORDER #341/01:  The County Engineer presented the matter of a request by the developer of Satch Addition for a 6 months extension of his preliminary plat approval.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such six months extension.           



  4. Agenda #2c - Ralston Subdivision

    • MINUTE ORDER #342/01:  The County Engineer presented the matter of the final plat for the Kenny W. Ralston Subdivision and recommended the approval of such plat.  After due discussion, upon motion of COMMISSIONER BROWN seconded by,  COMMISSIONER CORTESE, the Court unanimously approved the final plat and ordered the same filed for record.        



  5. Agenda #2d - Personnel

    • MINUTE ORDER #343/01:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.         



  6. Agenda #3 - Tex-Pool Account Signatures

    • MINUTE ORDER #344/01:  County Treasurer, Charles Jones, presented the matter of new authorization for Tex-Pool Account Signatures and requested approval from the Court.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved a resolution amending authorized representatives for the General Fund and the Tax Assessor-Collector's fund.  All according to a copy of such resolutions attached hereto and made a part of these minutes.            



  7. Agenda #4 - Local Option Petition

    (The matter of a report concerning the Local Option Petitions and the calling of an election for the same was tabled until 8 a.m. October 16, 2001, to allow for the rechecking of the petitions.)         



  8. Agenda #5 - Claims

    • MINUTE ORDER #345/01:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


                    (The Court then went into open workshop session and the following items were discussed with 
                    no action being taken on any item, to-wit:  1) Presentation by Texas Association of Counties 
                    Representative on New Legislation;  2) Building Maintenance and Security Issues; 
                    3) Engineering, drainage and subdivision issues;  4) Redistricting; and 5) Expense 
                    reimbursement policy issues.  The Court then recessed its meeting and with all members
                    aforementioned presented in open Court, the following transpired.)



  9. Agenda #4 - Local Option Petition Report

    • MINUTE ORDER #346/01:  Sharon Long, Tax Assessor-Collector, presented her report on the two petitions, one for the Legal sale of beer and wine and the other petition for the legal sale of mixed beverages in restaurants by food and beverage certificate holders only.  Ms. Long reported that the issue for the legal sale of beer and wine did not have sufficient signatures for the calling of an election on such issue, but the issue for the legal sale of mixed beverages in restaurants by food and beverage certificate holders only had sufficient number of signatures.  A copy of such report being attached hereto.  Thereafter, after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously authorized and approved an Order of Election for November 6, 2001.  All according to a copy of such Order attached hereto and made a part of these minutes. 

                   
There being no further business, the meeting was adjourned.
