met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #355/01: It being nine
a.m. JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of October 15 and October 22, 2001. He asked if there were any corrections
or additions, there being no corrections, the minutes were
approved as submitted.
Agenda #2a - Abandonment of Utility Easement
- MINUTE ORDER #356/01: The County Engineer presented
the matter of the abandonment of a utility easement between Lots 67 and 68
of Lakeside Hills Subdivision. After due discussion, upon
motion of COMMISSIONER BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously
approved the abandonment of such utility easement between Lots 67 and 68
in the Lakeside Hills Subdivision. All according to a copy of such
easement attached hereto and made a part of these minutes.
Agenda #2b - Interlocal Agreement with Armstrong
Water Supply Corporation
- MINUTE ORDER #357/01: Upon motion of COMMISSIONER
BROWN seconded by, COMMISSIONER CORTESE, the
Court unanimously approved authorizing the County Judge to execute, on
behalf of Bell County, an Interlocal Agreement with the Armstrong Water
Supply Corporation to pay $5,553.70 for the relocation of their water line
on Sunshine Road.
Agenda #2c - Awarding Bids
- MINUTE ORDER #358/01: The County Engineer presented
his recommendation for the awarding of reinforcing steel; crushed
limestone base; and corrugated metal culverts, as follows:
Reinforcing Steel - Alamo Steel Company; Crushed Limestone Base - Award to
all who bid; Franklin; Killeen Crushed Stone and Shallowford with
the ability to utilize the plant site closest to the job site;
Corrugated Metal Culverts - Texas Steel Culverts. After due discussion,
upon motion of COMMISSIONER CORTESE seconded by, COMMISSIONER
STEPHENSON, the
Court unanimously approved the recommendations of the County Engineer, all
according to a copy of the Engineer's memo dated October 23, 2001,
attached hereto and made a part of these minutes.
- Agenda #2d - Bell County Thoroughfare Plan
- MINUTE ORDER #359/01: JUDGE BURROWS opened
the public hearing on the County's Thoroughfare Plan as presented by Mr.
Jim Reed of CTCOG. JUDGE BURROWS asked if there were
any public comments; there being none, the public hearing was closed and
after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved Bell County's 2001 Thoroughfare Plan.
- Agenda #2e - Personnel
- MINUTE ORDER #360/01: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
- Agenda #3 - Travel and Expense Policy
- MINUTE ORDER #361/01: Mr. Ron Heuss, Human
Resource Chief, appeared before the Court to present a policy on travel
and expense reimbursements. After due discussion with the Court, the
only change recommended by the Court was with respect to reimbursable
meals and that item should be changed to add "to be determined by
Commissioners Court." After such recommended change, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the Court
unanimously approved such policy. All according to a copy of the
same attached hereto and made a part of these minutes.
- Agenda #4 - Bids on County Vehicles
- MINUTE ORDER #362/01: Mr. Russell Williams, Assistant
County Auditor, presented his recommendations on awarding bids on County
vehicles. After due discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by
COMMISSIONER BROWN, the Court
unanimously approved such recommendations. All according to the same
being attached hereto and made a part of these minutes.
- Agenda #5 - 911 Interlocal Agreement
- MINUTE ORDER #363/01: The matter of approval of a
renewal of the Interlocal Agreement with CTCOG for 911 addressing
maintenance was presented and after due discussion, upon
motion of COMMISSIONER CORTESE, seconded by
COMMISSIONER SCHILLER, the Court
unanimously approved authorizing JUDGE BURROWS to execute
such renewal on behalf of Bell County, with the addition of monthly
reports to the Court and the addition of statistical planning being
attached to such agreement.
- Agenda #6 - Financial Advisory Services
- MINUTE ORDER #364/01: Mr. Gary Kimbell representing
First Southwest Company of Dallas presented a Financial Advisory Agreement
with Bell County and First Southwest Company. After due discussion, upon
motion of COMMISSIONER BROWN, seconded by
COMMISSIONER CORTESE, the Court
unanimously approved authorized JUDGE BURROWS to execute
such Agreement on behalf of Bell County. All according to a copy of
the same attached hereto and made a part of these minutes.
- Agenda #7 - FY 2000-2001 Budget Amendment
- MINUTE ORDER #365/01: County Auditor Donna
Eakin presented the final budget amendments for the FY 2000-2001
budget and after due discussion, upon
motion of COMMISSIONER STEPHENSON, seconded by
COMMISSIONER CORTESE, the Court
unanimously approved such budget amendments. The same being attached
hereto and made a part of these minutes for all purposes.
- Agenda #8 - 2002 Holiday Schedule
- MINUTE ORDER #366/01: The matter of setting the
holiday schedule for calendar year 2002 was presented and after due discussion,
COMMISSIONER BROWN, moved to approve the 2002 holiday
schedule save and except New Years's Eve, December 31, 2001; COMMISSIONER
CORTESE, seconded the same; COMMISSIONER STEPHENSON moved
to amend such motion by granting December 31; such motion died for lack of
a second; the vote on the main motion was unanimously and the holidays
granted by the Court are as follows: New Year's, January 1,
2002; Martin Luther King Day, January 21; Presidents Day, February
18; Good Friday, March 29; Memorial Day, May 27; July 4th; Labor Day,
September 2; Columbus Day, October 14; Veterans Day, November 11;
Thanksgiving, Nov 28-29; Christmas Eve, December 24; Christmas Day,
December 25.
- Agenda #9 - Claims
- MINUTE ORDER #367/01: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims.
All according to a copy of the same on record in the office of the
County Auditor.
(The Court then went into Workshop session in the Conference Room and no
action was taken on
any posted matter, to-wit: Engineering Issues; Loss Control Issues; Wild
Animal Ordinance Issues;
Maintenance and building Issues; and Detention Center Management Contract.)
There being no further business, the meeting was adjourned.
