AFTER proper posting of public notice, a copy of which is attached hereto, on this the 3rd day of December, 2001, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #412/01:  It being nine a.m., JUDGE BURROWS called the meeting to order and waived presentation of the minutes of November 19 and 26, 2001, at the present time.     



  2. Agenda #2a - Personnel

    • MINUTE ORDER #413/01:  Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  3. Agenda #2b - Local Hero Awards

    • MINUTE ORDER #414/01:  Mr. Tim Leverenz, Director of the Bell County Communication Center presented Local Hero Awards to several individuals.            



  4. Agenda #3 - Scott and White Hospital Bonds

    • MINUTE ORDER #415/01:  Mr. Gary Kimbell, the County's financial advisor presented his report on the feasibility of the Bell County Health Facilities Development Corporation Series 2001 Scott and White Hospital Revenue Bonds.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by, COMMISSIONER SCHILLER, the Court unanimously approved acceptance of such report.          



  5. Agenda #4 - Jail Phones

    • MINUTE ORDER #416/01:  Sheriff Dan Smith presented a report on the quotes received for the Inmate Telecommunications System for the jail.  He recommended the acceptance of the quote of Evercom Corporation.  After due discussion, upon motion of COMMISSIONER CORTESE seconded by,  COMMISSIONER STEPHENSON, the Court unanimously approved authorizing JUDGE BURROWS to execute such contract with Evercom for phones for the inmates at the jail, on behalf of Bell County.        



  6. Agenda #5 - Bids for the JPO Facility

    • MINUTE ORDER #417/01:  The County's Architect, Mr. Charles Voelter, presented his report of the bids received for the Juvenile Facility in Killeen and recommended the acceptance of the lowest and best bid submitted by Gene Doss Construction.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved awarding such contract to Gene Doss Construction.  All according to a copy of such bid report submitted by Mr. Voelter.



  7. Agenda #6 - Armored Car Contract

                
    • MINUTE ORDER #418/01:  County Treasurer, Charles Jones, appeared before the Court to report on the quotes received for armored car services for Bell County.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved authorizing JUDGE BURROWS to execute a service contract on behalf of Bell County with Dunbar Armored, Inc.  All according to a copy of such contract attached hereto and made a part of these minutes.         

       
         

  8. Agenda #7 - Annual TCDRS Contract

                
    • MINUTE ORDER #419/01:  County Auditor, Donna Eakin, presented an Order Amending the Previously Adopted Annually Determined Contribution Rate Plan for Bell County.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved such Order.  All according to a copy of the same attached hereto and made a part of these minutes.         

       
         

  9. Agenda #8 - TCDRS County Service for Military Service

                
    • MINUTE ORDER #420/01:  Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court, with COMMISSIONER CORTESE abstaining because of conflict of interest, approved credited service for qualified military service (8 years requirement) under Section 843.601(g) of the Retirement Act.         

       
         

  10. Agenda #9 - Appointment of Member of Bell County Child Welfare Board

                
    • MINUTE ORDER #421/01:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the appointment of Stephen Paine of Temple to the Bell County Child Welfare Board.         

       
         

  11. Agenda #10 - Proclamation concerning CW4 Ward

                
    • MINUTE ORDER #422/01:  JUDGE BURROWS presented a proclamation recognizing the induction of CW 4 John Ashley Ward into the U. D. Army Operational Tester's Hall of Fame.  All according to a copy of the same attached hereto.       

       
         

  12. Agenda #11 - Claims

    • MINUTE ORDER #423/01:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor. 


               (The Court then removed its meeting to the Court's Conference Room)



  13. Agenda #12 - Change to Election Precincts

    • MINUTE ORDER #424/01:  The Court then considered the changes to election precincts caused by State Representative District #53 and State Board of Education #14 lines and authorized the County Clerk to make such changes. 


               (The Court then went into workshop session to discuss the items listed on the agenda 
                under workshop session with no action being taken on any item.)



                   
There being no further business, the meeting was adjourned.
