this the 17th day of December, 2001, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #437/01: It being nine
a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of December 3 and 10, 2001. He asked if there were any
corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Variance to Platting Requirements for
Armstrong Water Supply
- MINUTE ORDER #438/01: County Engineer discussed a
variance to the platting requirements provided in the Bell County
Subdivision Regulations for the purchase of a 1.0 acres of land by
Armstrong Water Supply. Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the
Court unanimously authorized the County Engineer to notify the Armstrong
Water Supply, in writing, that the Court granted a variance in regard to
platting their 1.0 acres, provided that they did not resell any of their
land and used it only for utility purposes.
Agenda #2b - Street Signs in Salado
- MINUTE ORDER #439/01: The County Engineer presented
the matter of donating the street signs no longer required by the County
to the Village of Salado. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously agreed to donate such street signs.
Agenda #2c - Personnel
- MINUTE ORDER #440/01: The Court recognized Mr. HENRY
GARZA, District Attorney, for his being selected the Texas Representative
from the Texas Association of District and County Attorneys to the
National Association of District and County Attorneys and recognized
COMMISSIONER LEROY SCHILLER for his Distinguished Service Award from the
University of Mary Hardin Baylor. Upon motion of COMMISSIONER
CORTESE, seconded by, COMMISSIONER STEPHENSON, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #3 - Holiday Schedule
- MINUTE ORDER #441/01: The Court reconsidered the
matter of adding December 31, 2001 (New Year's Eve) to the list of granted
County Holidays. After due discussion, upon motion of COMMISSIONER
STEPHENSON seconded by, COMMISSIONER SCHILLER, the
Court unanimously approved the granting of such holiday.
- Agenda #4 - SB 7 Report
- MINUTE ORDER #442/01: JUDGE BURROWS gave
a report of the meeting presided over by him concerning the Interim
Defense Procedures for Bell County. He reported that the following
Judges were present for such meeting. District Judge Joe Carroll,
District Judge Gordon Adams, County Courts at Law Judges Edward Johnson,
Judge John Barina, and Judge Gerald Brown. After presentation of the
Interim Procedures by Judge Barina, he moved its acceptance; such motion
was seconded by Judge Brown and passed unanimously. JUDGE
BURROWS then called into session the meeting of the Bell County
Juvenile Board and after due discussion, upon motion of Judge Johnson,
seconded by Judge Barina, the Board unanimously approved such Interim
Procedures plan. A copy of the same being attached to these minutes
for all purposes. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the
Commissioners Court unanimously approved the acceptance of such
plan.
- Agenda #5 - MOU with Legal Aid
- MINUTE ORDER #443/01: JUDGE BURROWS presented
the matter of a Memorandum of Understanding with the Legal Aid for Bell
County for protective orders, Juvenile Court Magistrates, and Parent
Advocacy Program. After due discussion, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved the renewal of such
Memorandum of Understanding with the Legal Aid for Bell County.
- Agenda #6 - Grant for Central Texas Narcotics Task Force
- MINUTE ORDER #444/01: JUDGE BURROWS presented
the matter of approval of a grant application for $716,004.00 for
continued operation of the Central Texas Narcotics Task Force, with Bell
County providing $204,096.00 in matching funds. The matching funds
being in kind contribution of salaries. After due discussion, upon
motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
BROWN, the Court unanimously approved such grant
application. All according to a copy such resolution attached hereto
and made a part of these minutes.
- Agenda #7 - Claims
- MINUTE ORDER #435/01: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then
went into Workshop session and discussed the items so listed on their agenda
with no
action being taken.)
There being no further business, the meeting
was adjourned.
