met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #010/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of December 26, 2001 and January 7, 2002.
He asked if there were any corrections or additions to the minutes; there
being none, the minutes were approved as submitted.
Agenda #2a - Public Hearing on Traffic Control
Devices
- MINUTE ORDER #011/02: JUDGE BURROWS opened
the public hearing on the installation of the following traffic control
devices, to-wit: 1) Install a 30 mph speed limit on Stoneham Lane,
Cody Lane, and Sykes Lane, Chaparral West Subdivision; 2) Install a
stop sign on Great Oaks Drive at Blackberry Road. He asked if there
was any public comment; there being none, he closed the public
hearing and after due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved the installation of the aforementioned traffic
control devices.
Agenda #2b - Award Bids for Road and Bridge
Department Equipment
- MINUTE ORDER #012/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the
Court unanimously, upon the recommendation of the County Engineer (See
attached recommendation) awarded the bid to Conley Lott-Nichols in the
amount of $98,221, for a 2002 Etnyre Chip Spreader.
Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
STEPHENSON, the Court, upon the recommendation of the County
Engineer (See attached Recommendation) awarded the bid to Farm Equipment
in the amount of $6913.00 each for four Rhino SR-10's Shredders.
Agenda #2c - Bids for Road and Bridge Equipment
- MINUTE ORDER #013/02: The County Engineer made
recommendations on all Road and Bridge Department Equipment, the same
being attached hereto.
The County Engineer recommended that all bids be rejected for a pneumatic
roller and that the purchase of this machine be from the State of Texas
bids in the amount of $49,289.00 and that extra wheels be purchased.
Such purchase to be from Darr Equipment. After due discussion, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved such recommendation and
authorized such purchase from the State Bid and the additional
wheels.
The County Engineer recommended the purchase of the vibratory pad-foot
compactor from Darr Equipment. Since this was not the lowest bid,
notification was given to other qualified bidders of this
recommendation. The lowest bid that met specifications was
Conley-Lott-Nichols. Their representative was in Court and agreed to
the recommendation and stated that he had received notification of such
awarding of the bid. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, with COMMISSIONER
STEPHENSON, and JUDGE BURROWS voting 'YES' and COMMISSIONER
BROWN voting 'NO,' the motion passed and Darr Equipment received
the bid for the vibratory pad-foot compactor in the amount of $77,500.00.
The County Engineer recommended the purchase of a vibratory flat-wheel
compactor from Darr Equipment in the amount of $67,500. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by, COMMISSIONER SCHILLER, the Court
unanimously approved such purchase.
Agenda #2d - Set Date for Public Hearing on replat
of Oscar's Acres Subdivision
- MINUTE ORDER #014/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
set February 9, 2002, at nine a.m. to hold the public hearing on the
replat of Lots 7-10 of Oscar's Acres First Revision.
- Agenda #2e - Personnel
- MINUTE ORDER #015/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
a part of these minutes.
- Agenda #3 - Grievance Committee for 2002
- MINUTE ORDER #016/02: In accordance with the laws
governing such matters the Court drew from the 2001 members of the Grand
Jury for the composition of the 2002 Grievance Committee as follows:

- Agenda #4 - Authorize Advertising for bids for Auctioneer Services
- MINUTE ORDER #017/02: Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously authorized the advertising for bids
for Auctioneer Services for Bell County's annual surplus property
sale. Mr. Edd Lange who was present in Court offered his company's
services to provide auctioneer services to Bell County at no cost if Bell
County provided the place for such auction. The Court thanked Mr.
Lange, but continued with the authority to bid for such services and took
the matter under advisement.
- Agenda #5 - Claims
- MINUTE ORDER #018/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session with no action being taken
on any item on such workshop agenda.)
There being no further business, the meeting
was adjourned.
