met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #034/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of January 28, 2002.
He asked if there were any corrections or additions to the minutes; there
being none, the minutes were approved as submitted.
Agenda #2a - Recycled Asphalt Pavement for Road and
Bridge Department
- MINUTE ORDER #035/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously authorized the County Engineer to acquire approximately
3,200 cubic yards of recycled asphalt from TXDot.
Agenda #2b - Brushmaster Subdivision
- MINUTE ORDER #036/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved the final plat for Brushmaster Subdivision and
ordered the same filed for record.
Agenda #2c - Mikulec Addition Subdivision
- MINUTE ORDER #037/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER SCHILLER,
the Court unanimously approved the final plat for Mikulec Addition
Subdivision and ordered the same filed for record.
Agenda #2d - Personnel
- MINUTE ORDER #038/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
- Agenda #3 - Report of Bell County Museum Director
- MINUTE ORDER #039/02: Ms. Stephanie Turnham,
Director of the Bell County Museum appeared before the Court to give the
Museums annual report on 2001 accomplishments and 2002 goals. She also
presented the officers of the Board of Trustees of the Museum. After
due discussion, upon motion of COMMISSIONER BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved Bob
Kennedy as Chair; Vic Means as Vice-Chair, Wanda Weinblatt as Treasurer;
and Margaret Williams as Secretary of the Bell County Museum Board of
Trustees and approved such annual report; the same being attached hereto
and made a part of these minutes.
- Agenda #4 - Patty Benoit and David Yielding (Bell County
Resources Guide)
- MINUTE ORDER #040/02: Dr. David Yielding and Ms.
Patty Benoit appeared before the Court representing the Bell County
Historical Preservation Committee of the Bell County Historical Commission
to present complimentary copies of that Committee's "Bell County
Historical Resources." He reported that the booklet would
be available for sale to the public. The Court expressed their
appreciation for the work that this Committee had done as well as the
publication.
- Agenda #5 - Report of Elm Creek Watershed Authority
- MINUTE ORDER #041/02: Mr. Dale Mengers, representing
the Elm Creek Watershed Authority appeared before the Board to give his
report of the status of the operations of the Authority. All
according to a copy of the same attached hereto and made a part of these
minutes.
- Agenda #6 - Report of Transportation Proposal
- MINUTE ORDER #042/02: COMMISSIONER BROWN and
Mr. Jim Reed, Director of CTCOG presented Governor Perry's
Transportation Proposal. A copy of the same attached hereto and made
a part of these minutes.
- Agenda #7 - SBI & Company Consulting Contract
- MINUTE ORDER #043/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved authorizing the County Judge to execute a
contract on behalf of Bell County with SBI & Company for a
Consultant's Contract for business software project assessment at a cost
of $7500.00.
- Agenda #8 - Replacement on Grievance Committee
- MINUTE ORDER #044/02: One member of the previously
drawn Grievance Committee does not choose to serve therefore another name
was drawn from the previous years Grand Jury, Ms. Becky Ramirez, 4602
Buckskin Trail, Temple, Texas, 76502, to serve in such vacated position.
- Agenda #9 - Claims
- MINUTE ORDER #045/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
There being no further business, the meeting
was adjourned.
