this the 11th day of February, 2002, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #046/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of February 4, 2002.
He asked if there were any corrections or additions to the minutes; there
being no corrections, the minutes were approved as submitted.
Agenda #2a - Utility Easement in Tanglewood
Subdivision
- MINUTE ORDER #047/02: The County Engineer presented
the request of Mr. Rick Schroeder that an easement between
lots 15 and 16 of Tanglewood Subdivision (Cabinet A, Slide 386b of the
Plat Records of Bell County) be abandoned since Mr. Schroeder owns both
lots. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved such abandonment, all according to a copy of
such abandonment by the Tanglewood Property Owners Association; the
McLennan County Electric Cooperative; the Central Telephone Company of
Texas; and the Moffat Water Supply Corporation attached hereto and made a
part of these minutes for all purposes.
Agenda #2b - King Meadow Estates Subdivision Plat
- MINUTE ORDER #048/02: The County Engineer asked that
this item be withdrawn from consideration at the present time due to not
having the final water quality test results available at this time.
Agenda #2c - Personnel
- MINUTE ORDER #049/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
- Agenda #3 - Corps of Engineers Law Enforcement Contract
- MINUTE ORDER #050/02: Mr. Greg Pope representing the
Corps of Engineers and Sheriff Dan Smith appeared before the Court
requesting approval of the contract between Bell County and the Corps of
Engineers for a law enforcement contract at area lakes. After
due discussion, upon motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE
BURROWS to execute such contract on behalf of Bell County.
All according to a copy of the same attached hereto and made a part of
these minutes.
- Agenda #4 - Report on V. G. Young County Judges and Commissioners
Conference
- MINUTE ORDER #051/02: JUDGE BURROWS gave
a brief overview of the recent County Judges and Commissioners Conference
in Bryan-College Station February 5-7.
- Agenda #5 - Report on June Conference of North and East Texas
County Judges and Commissioners Conference
- MINUTE ORDER #052/02: The Court discussed briefly
the June 3-6 County Judges and Commissioners Conference to be held in
Killeen with the Bell County Court as host County of the North and East
Texas County Judges and Commissioners.
- Agenda #6 - Consultant for Fair Labor Standards Act Requirements
- MINUTE ORDER #053/02: JUDGE BURROWS presented
the matter of the employment of Karen Dulaney Smith to analyze Bell
County's practice under the Fair Labor and Standards Act. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved authorizing the County
Judge to execute a contract with Karen Dulaney Smith not to exceed
$6000.00. All according to a copy of the same attached hereto and
made a part of these minutes.
- Agenda #7 - Blood Mobile
- MINUTE ORDER #054/02: JUDGE BURROWS announced
that the Scott and White Blood Mobile would be at the Courthouse on Friday
morning February 15, 2002, for those interested in donating blood.
- Agenda #8 - Claims
- MINUTE ORDER #055/02: The County Auditor presented
all claims for the review of the Court. Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
There being no further business, the meeting
was adjourned.
